128 <br />COUNCIL WORK SESSION MAY 22, 1989 <br />the form. <br />POLICE DEPARTMENT <br />Mr. Schumacher explained that Chief Campbell is currently <br />working on a plan to promote public involvement in <br />preventative crime programs and a plan to establish new <br />security policies that will handle increased commercial and <br />industrial development. He noted that the implementation of <br />the new computer system is going well. <br />Earlier this spring one additional officer was trained and <br />certified to help Mr. Volk implement a stricter program for <br />spring road restrictions. Additional hours were worked after <br />the normal work day patrolling for overweight violations. <br />Mr. Schumacher explained the problem regarding issuing <br />permits for half -loads and the operator hauling full- loads. <br />Mr. Schumacher explained that the Chief has been meeting with <br />the Centerville liaison on a monthly basis and that patrol <br />officers do stop at the Centerville City Hall but not on a <br />routine basis. <br />PARKS AND RECREATION <br />The new trails system ordinance was passed by the City <br />Council requiring dedication to the trails system. Arbor Day <br />was a success despite the weather. The new City newsletter <br />will have a section dedicated to City Parks and their <br />promotion. The capital outlay plan is updated on an annual <br />basis and a park inventory is being completed. <br />Mr. Schumacher noted that one of the top issues on the <br />Citizen Survey completed last fall was that a trail system <br />was needed in Lino Lakes. Also youth recreation programs <br />were seen as a specific need in Lino Lakes. Lino Lakes, <br />Centerville, Lexington, Circle Pines and Blaine have been <br />working on a recreation program for over a year and now • <br />Blaine has backed out of the program. The remaining cities <br />are still working on details of this program. <br />Mr. Volk told the Council that Mr. Ray Johnson, Chairman of <br />the Park Board is very upset because developers /builders have <br />not completed the parks within their subdivisions. There was <br />further discussion on this matter as well as the situation on <br />LaMotte Circle regarding the breakup of the street. <br />FUTURE BUILDING CONSTRUCTION <br />Bids have been received and several firms have been <br />interviewed regarding the needs analysis program. There are <br />two firms to choose from. Mr. Volk has been working with Mr. <br />Apitz regarding developing his farm into a site for a <br />possible future city hall, fire hall and /or possibly even an <br />
