1 3 <br />COUNCIL MEETING <br />MAY 22, 1989 <br />The regular Council meeting was called to order by Mayor <br />Benson at 7:15 P.M., Monday, May 22, 1989. Council Members <br />present: Neal, Bohjanen, Reinert, Bisel. Council Members <br />absent: none. City Attorney, Bill Hawkins; Engineers, Ron <br />Stahlberg and John Davidson; Chief of Police, Dean Campbell; <br />Public Works Director, Don Volk; Planner, John Miller; <br />Administrator, Randy Schumacher and Clerk— Treasurer Marilyn <br />Anderson were also present. <br />CONSIDERATION AND APPROVAL OF MINUTES <br />Mr. Bisel moved to approve the minutes of May 8, 1989 as <br />presented. Mr. Neal seconded the motion. Motion carried <br />unanimously. <br />CONSIDERATION AND APPROVAL OF DISBURSEMENTS <br />Mr. Bohjanen moved to approve the disbursements of May 22, <br />1989 as presented. Mr. Bisel seconded the motion. Motion <br />carried unanimously. <br />OPEN MIKE <br />No one appeared under Open Mike. <br />CONSIDERATION AND APPROVAL OF HIRING AN ADDITIONAL PATROL <br />OFFICER <br />Chief Campbell has written a memorandum to the City <br />Administrator dated March 22, 1989 asking for consideration <br />of hiring an additional patrol officer. During the 1989 <br />Budget hearings, an additional officer was considered and the <br />Council agreed to reconsider this request in the month of <br />March, 1989. In addition Chief Campbell has submitted a <br />second memorandum to the City Administrator with additional <br />statistics and other information including a reminder of the <br />results of the Police Task Force Study conducted in 1984. <br />Chief Campbell is requesting that the additional officer be <br />hired to handle the increased demands for service due to the <br />growth of both Lino Lakes and Centerville and to start moving <br />the department into a position of having enough staff to <br />cover the City adequately twenty four (24) hours a day. The <br />cost of this officer is not in the 1989 Budget and would have <br />to come from surplus funds. <br />Mr. Schumacher explained that he is not concerned about the <br />cost of the officer for 1989 but for 1990. This would add <br />an additional $30,000 to the Police Department budget when it <br />appears that there will not be many additional dollars <br />available to operate the entire City. He did agree with <br />Chief Campbell in establishing a certain level of service, <br />however this issue still would be the financial <br />consideration. <br />1 <br />1 <br />1 <br />
