1 <br />1 <br />COUNCIL MEETING MAY 22, 1989 <br />Mayor Benson asked if the new Community Service Officer <br />(CSO) would have an impact on the department. Chief Campbell <br />said yes, when he is fully trained. Chief Campbell said that <br />additional part -tine patrol would not be the answer to the <br />problem because part -time officers require the direct <br />supervision of a full -time officer. <br />Mr. Bisel referred to the statistics provided by Chief <br />Campbell and noted that eleven (11) full time officers would <br />be needed to comply with the Federal Bureau of Investigation <br />recommendation. There was further discussion regarding the <br />types of calls being handled by the department and the <br />possibility that at some time the Lino Lakes Police <br />Department will be required to hire an investigator. The <br />regional park and the prison facility also require some Lino <br />Lakes officer time and there are indications that more <br />officer time may be required. There was discussion regarding <br />the regional park to charge an additional admission fee to <br />give to Lino Lakes for police protection. <br />Mayor Benson asked Mr. Schumacher for his recommendation on <br />this matter. Mr. Schumacher said the Council should decide <br />if they wish to maintain the current level of service. <br />However, his concern was the financial burden for 1990 and <br />the following years. <br />After further consideration, Mr. Bisel moved to draft a <br />Centerville Police Contract with the cost of the services at <br />$85,000.00 and that the City of Lino Lakes hire an additional <br />patrol officer. Mr. Bohjanen seconded the motion. Mr. <br />Reinert asked where Lino Lakes would be if Centerville <br />withdraws from the contract? Mr. Bisel explained that <br />Centerville is still getting a good buy and Lino Lakes has <br />never considered the City of Centerville to be separate from <br />Lino Lakes in the area of services. Mayor Benson asked that <br />the $85,000 figure be substantiated for Centerville. Mr. <br />Reinert asked that the Centerville Contract be finalized <br />before authorizing another officer. Mr. Neal said the number <br />one priority of Lino Lakes is safety and if Centerville <br />elects out of the contract our growth still demands another <br />officer. Mr. Reinert said he was not debating the need, but <br />wanted good rationale for the dollar figure given. <br />Voting on the motion, motion carried with Mr. Reinert voting <br />no.
