While the negotiations proceed, the City can authorize the City Attorney to proceed with eminent domain proceedings and the improvement project will not be delayed. He felt by bowing to the demands a precedence would be set. Mr. Bisel asked how the City got into this type of a situation. Mr. Schumacher explained that this situation began with the development of Woodridge Estates and the need to bring the sewer and water lines to Woodridge Estates from the north. Several locations had been proposed for the easements and the Aras' agreed to allow the easement cross their property. Since that time surveyors have established the line. This was not acceptable to the Aras' and the line was moved and they have not agreed to its location. Mr. Bisel commented that the right -of -way issue should have been finalized prior to the start of construction. Mr. Neal moved to set a deadline for Friday, July 21, 1989 to finalize negotiation and to begin the eminent domain procedure. Mr. Hawkins suggested that the Council could authorize the action for eminent domain proceedings at this time since it will take several days to begin the paper work involved. Mr. Bisel asked Mr. Schumacher to notify Mr. Aras that the eminent domain proceedings have been authorized. After further discussion, Mr. Neal withdrew his motion. Mr. Bisel moved to authorize eminent domain proceedings on this matter and to notify Mr. and Mrs. Aras in writing. Mr. Bohjanen seconded the motion. Motion passed unanimously. OLD BUSINESS Update - D. Erickson's 2nd Addition Park - Mr. Schumacher noted the letter from Bart Rehbein explaining that their portion of the construction will be completed by August 1, 1989. NEW BUSINESS For Your Information - July 15, 1989 Chain of Lakes Regional Park Event, rocking Hollywoods - Mr. Schumacher explained that he has talked to Chief Campbell and he has not been able to get much cooperation from the Anoka County Parks Department regarding what has been done in the way of crowd control, police protection, fire protection and health care. They have told Chief Campbell that they will re- assign an additional park ranger for duty at this park during this event. Mr. Bisel said that he resents imposing this kind of possible expense on the citizens of Lino Lakes. He asked that the Police Department keep careful track of any time spent in that area. Mr. Neal said that he was informed that the Fire Department, if called, will only go as far as the entrance to the Park.
