1 <br />1 <br />COUNCIL WORK SESSION JULY 24, 1989 <br />Mayor Benson called the Council Work Session to order at 6:08 <br />P.M., Monday, July 24, 1989. Council Members present: Neal, <br />Bohjanen. Council Members absent: Reinert and Bisel. City <br />Engineer, Ron Stahlberg; Administrator, Randy Schumacher; <br />Public Works Director, Don Volk and Clerk- Treasurer Marilyn <br />Anderson were also present. <br />Mayor Benson explained that the purpose of the Work Shop was <br />to hear a summary of the West Central Trunk Sewer and Water <br />Improvement Project, Phase II. <br />Mr. Stahlberg used two overhead project maps to point out two <br />possible routes of Phase II. The first route started at the <br />intersection of Industrial Boulevard and 4th Avenue, north to <br />77th Street, east to the east side of Lake Drive, then south <br />approximately 300 feet to the Rehbein property. The second <br />route started at the intersection of Industrial Boulevard and <br />4th Avenue, east through the Feedrite Controls property and <br />Rehbein property south of Lilac then to Lilac Street, then <br />east to Lake Drive and then north to the Rehbein property. <br />Mr. Stahlbergs second map showed all the property north of <br />35W interested in receiving sewer service. The area extended <br />to the north boundary of Lino Lakes. <br />At this point it appears that the route for Phase II is north <br />to 77th Street and then east to Lake Drive. There is little <br />resistance from the landowners and from an engineering <br />standpoint this route is the most logical. Mr. Stahlberg <br />explained that Mr. Volk and other staff people have been <br />visiting with the landowners and obtaining petitions for <br />services. <br />Mayor Benson asked what problems are caused by the alternate <br />route. Mr. Stahlberg explained that this route would not <br />help to get the services north to the other areas requesting <br />services. It is also probably the highest point in Lino <br />Lakes and from an engineering stand point not a good <br />location. <br />Mr. Stahlberg discussed the time table for Phase II. The <br />improvement public hearing is scheduled for August 14, 1989 <br />and since it will be a completely petitioned improvement, <br />fifty (50) of the sixty (60) day waiting period can be <br />waived. Mayor Benson asked what would happen if two <br />landowners did not sign a petition. Mr. Stahlberg said they <br />would not be included in the improvement, thereby leaving it <br />a 100% petitioned improvement. <br />Mayor Benson asked starting at the proposed Outlet Mall <br />(Rehbein property) and going west back over the first <br />proposed route, how many landowners will not petition for the <br />improvement. Mr. Stahlberg said two (2). Mayor Benson noted <br />that only 51% of the landowners are required for an <br />improvement project according to the Charter. This would <br />
