COUNCIL WORK SESSION <br />JULY 24, 1989 <br />mean that everyone could be assessed. Also at this time, <br />these landowners could petition out of the improvement but <br />the City would pot have to accept their petitions. <br />Mr. Stahlberg continued his planned time schedule for the <br />improvement. The public hearing is scheduled for August <br />14, 1989. The improvement could be ordered and plans and <br />specifications ordered at the August 28th Council meeting. <br />Bids then could be let so that construction could begin yet <br />this fall. The Outlet Mall people want to have a least a <br />portion of the mall open by March, 1990. Mr. Stahlberg noted <br />that there is a lot of work to do; obtain all the right -of- <br />way, prepare the design and specifications, etc. A March, <br />1990 opening means a very tight schedule. <br />Mayor Benson referred to the second map presented by Mr. <br />Stahiberg showing the properties requesting utility services <br />to the north corporate limits. He asked if the only way to <br />get service to Main Street was through the Morehouse <br />property. Mr. Stahlberg said yes at this time. It was also <br />noted that the Morehouse property may be sold for <br />development. <br />Mr. Bohjanen asked about the property south of the proposed <br />Outlet Mall site and asked if the utility service could be <br />extended to this property. Mr. Stahlberg explained how this <br />area could be served. It was noted that the Outlet Mall <br />people are also interested in this property. <br />Mr. Schumacher explained that if Phase II is not treated as a <br />1009 petitioned improvement project with the ability to waive <br />fifty (50) of the sixty (60) waiting day period, it will mean <br />winter construction and the possibility that the deadline of <br />March 1st will not be met. He explained that he has met with <br />Jim Schilling, owner of the majority of lots in the <br />Industrial Park. Mr. Schilling has expressed a concern that <br />there could be large assessments on each of his lots because <br />of the long frontages and he may not get his money out of the <br />lots. Mr. Schilling also expressed concern that if he <br />petitions for the improvements and receives the assessment <br />the Council may not be too cooperative about what will <br />develop in the Industrial Park. Mr. Schilling has indicated <br />that if he accepts the assessments he would like the paving <br />and drainage to be constructed at the same time, <br />Mr. Schumacher pointed out three lots on the very south <br />portion of the Industrial Park and noted that these lots may <br />be a very good location for a water storage tower. He <br />suggested that this be considered by the Council. Mr. <br />Bohjanen asked about the condition of these lots. Mr. <br />Stahiberg explained that they do get the overflow from the <br />drainage area. <br />Mr. Neal referred to Phase I of this improvement and asked <br />1 <br />1 <br />
