1 <br />1 <br />1 <br />COUNCIL WORK SESSION AUGUST 14, 1989 <br />Acting Mayor Reinert called the Work Session to order at 6:13 <br />P.M. Council Members present: Neal, Bohjanen, Bisel. Mayor <br />Benson arrived at 6:30 P.M. City Administrator, Randy <br />Schumacher and Clerk- Treasurer Marilyn Anderson were also <br />present. <br />The purpose of the Work Session was to review the Centennial <br />Fire District Joint Powers Agreement. <br />Mr. Bisel asked about section 6.3 and 6.4 Ownership with <br />regard to dissolution. Acting Mayor Reinert explained that <br />as Lino Lakes grows Lino Lakes will contribute a larger <br />portion to the budget and therefore will get a larger portion <br />of the equipment in the event that the District is dissolved. <br />Section 8.4 Balancing Formula was discussed noting that the <br />fire tax on a home in all three cities should not vary more <br />than 10 %. This balancing formula would guarantee that each <br />community is paying an equal fire tax. <br />Section 13.1 Distribution of Equipment was discussed. Mr. <br />Bisel asked about the original appraisal on some of the <br />original equipment. Mr. Schumacher explained that every so <br />often equipment will be re- appraised. He noted that <br />currently the City is paying depreciation on equipment that <br />is less than fifteen (15) years old. Acting Mayor Reinert <br />noted that one key to this section is that we must be sure <br />the appraiser is qualified. <br />Section 13 d, Allocated Dollars to Purchase Equipment was <br />discussed. <br />Mr. Bisel recommend that a sentence reading " When a City <br />reaches the point where it is responsible for 70% of the <br />payment of the budget, then the entire Joint Powers Agreement <br />shall be reviewed ". He explained that he felt this would be <br />a good check point. If something is out of line, this check <br />point would be a good place for an adjustment. Acting Mayor <br />Reinert noted that this would cause a problem if it were to <br />occur within the first five year period. Mr. Bisel said he <br />was concerned that it not go to far before an adjustment is <br />made. <br />Mayor Benson arrived and commented on this matter, explaining <br />that Mr. Schumacher could look at what would happen to the <br />percentages with a potential growth to 12,000 residents. Mr. <br />Reinert said he was concerned that the negotiating committee <br />has done all of this work and he wanted to give it a fair <br />chance. Mayor Benson asked what would happen if Lino Lakes <br />population went to 12,000, Circle Pines to 5,000 and <br />Centerville to 1,500? Mr. Schumacher said that an equalizing <br />formula has already been built into the agreement. There was <br />further discussion on this matter with Mayor Benson <br />expressing concern that we look at the formula before any <br />229 <br />
