254 <br />COUNCIL WORK SESSION AUGUST 28, 1989 <br />Acting Mayor Reinert called a work session of the City <br />Council to order at 6:10 P.M. Council Members present: <br />Neal, Bisel. Council Members absent: Bohjanen. Mayor <br />Benson arrived late in the meeting. Chief of Police, Dean <br />Campbell; Administrator, Randy Schumacher and Clerk - <br />Treasurer, Marilyn Anderson were also present. <br />The purpose of the work session was to review the Centerville <br />Police Contract. <br />Mr. Schumacher reviewed this matter with the Council noting <br />that contract for 1989 had not been established because the <br />City of Centerville had considered establishing their own <br />department and because the Lino Lakes Council had delayed <br />action until the Centennial Fire District Joint Powers <br />Agreement was near completion. Mr. Schumacher also explained <br />that the Council on May 22, 1989 had moved to establish the <br />1989 Centerville Police Contract for $85,000.00. <br />A new contract has been prepared, incorporating some new <br />langauge and this draft has been sent to Centerville. There <br />have been two meetings with the elected officials in <br />Centerville and they have asked that Lino Lakes consider an <br />adjustment as follows: 1) consider looking at more than a one <br />year contract, possibly a three year contract; 2) and <br />consider a 3% annual increase in costs. Chief Campbell and <br />Mr. Schumacher are recommending that the contract be based on <br />the cost of one and one half officers. The third <br />consideration requested by Centerville is that Lino Lakes <br />consider accepting the rate for the first one half of 1989 be <br />based on the same rate as in 1988. They do not have a <br />problem paying the full $85,000 rate for the last half of <br />1989. Mr. Schumacher explained that this would result in a <br />total payment for 1989 of approximately $76,000 or $9,000 <br />less than Lino Lakes has requested. <br />Mr. Reinert asked what effect does the new full time officer <br />have in this matter. Mr. Schumacher explained that he will <br />cost about $16,000 for 1989. <br />Mr. Bisel said his concern started in late 1988 when <br />Centerville decided to start their own police department. <br />They advertised for bids and received bids based on actual <br />costs. Their bids came in higher than what this contract <br />will cost them and this contract is for full time coverage <br />not eight hours or sixteen (16) hours. He felt this situation <br />is the same as if Lino Lakes needed a consultant. The City <br />would ask the consultant what can you do for us and what will <br />you charge for this service. He explained that he felt this <br />case was no different, Centerville should come to Lino Lakes <br />and outline what they want for service and then ask the cost. <br />Mr. Bisel said he could not see that Centerville was in a <br />position to negotiate. <br />
