1 <br />1 <br />1 <br />COUNCIL WORK SESSION AUGUST 28, 1989 <br />Chief Campbell explained that the Police Department is not <br />actually going to dedicate one man to serve Centerville only <br />but when planning the budget, dedicate one and one half man <br />to serve Centerville. <br />Mr. Reinert explained that the City recently hired an <br />additional new officer and he felt that Centerville should <br />pay for this new officer since we may not have had to hire <br />him if we were not providing service to Centerville. Mr. <br />Neal explained that the new officer was needed whether or <br />not service is provided to Centerville. Chief Campbell <br />agreed with this and noted that the Task Force recommendation <br />indicated that the Police Department was already short of <br />manpower. <br />Mr. Neal referred to the drug problems in the large cities. <br />He noted that the big cities will probably get all the <br />funding for drug control, however, as the larger cities move <br />on this matter the drug dealers will move to the suburbs such <br />as Lino Lakes and we do not have the manpower to handle the <br />problem. <br />Mr. Schumacher explained that he has provided the new Council <br />Members in Centerville a good background on this situation. <br />They feel that they should pay for their services but were <br />concerned that if Lino Lakes does not hold down the costs, <br />Centerville will look elsewhere for coverage. Mr. Bisel said <br />that he could not see that this Council should ask the Lino <br />Lakes citizens to support Centerville. <br />Mr. Reinert asked if they were prepared to pay $67,000 for <br />1989. Chief Campbell said yes, they were given this figure <br />at budget time and were told it was a preliminary figure. <br />They are willing to pay the additional amount of $9,000 over <br />this original $67,000. <br />Mr. Bisel expressed concern regarding the formula for 1990. <br />He felt the previous formula was to lengthy and did not want <br />to get into a long term contract. He felt that for 1990, <br />Centerville should ask for bids and then this City would bid <br />along with other departments. Mr. Bisel asked Chief Campbell <br />if Lino Lakes was gearing our Police Department to handle <br />Centerville. Chief Campbell said no, this department is <br />still two or three officers short of full manpower. <br />Mr. Reinert asked what Mr. Schumacher's recommendation is. <br />Mr. Schumacher said that we should compromise for 1989 and <br />"eat" $4,500, then 1990 could be either $85,000 or the cost <br />of one and one -half officers. Mr. Bisel said he was not <br />willing to do this. He felt that Lino Lakes did not have to <br />justify one man or two or three. We should provide them a <br />contract and tell them as of 12/31/89 our services are done <br />unless the contract is accepted. Chief Campbell said he <br />needs to get projected costs for 1990 and did not want to do <br />255 <br />
