1 <br />COUNCIL MEETING SEPTEMBER 11, 1989 <br />whether or not the Rustic Lane area was removed from the MUSA <br />boundary. The map did show the Rustic Lane area within the <br />MUSA boundary and the Council did not take specific action to <br />remove it and Mr. Schumacher asked the Council if it was <br />there intention to remove this area from the MUSA boundary? <br />Mr. Knief, 6856 Rustic Lane said that he did not want to be <br />in the MUSA area and he felt that his neighbors made it very <br />clear that they did not want to be in the MUSA either. <br />There was discussion regarding the number of residents in the <br />area who have requested to connect to the utility facilities <br />and how they would be affected if the Rustic Lane area were <br />removed from MUSA. Mr. Hawkins explained that if the Council <br />wanted to omit the Rustic Lane residents, another public <br />hearing would have to be held on the matter. <br />Mr. Bisel moved to extend the Council meeting beyond 10:00 <br />P.M. until all items on the agenda were completed. <br />Mr. Stahlberg explained that if the Rustic Lane area was to <br />be omitted from MUSA, all working documents will have to be <br />revised. <br />Mr. Bisel introduced a proposed policy for the residents in <br />this area who would like to hook up to the utilities but feel <br />that the cost is prohibited. He showed his proposal on the <br />overhead projector. The proposal basically says that those <br />existing homes along a sewer or water line will be charged in <br />the same manner as the new subdivision that the lines are <br />intended to serve. An example: if the lines were extended to <br />serve a new subdivision and the lots had 80 feet of frontage, <br />the existing homes would be charged for only 80 feet of <br />frontage although the actual frontage would be 120, 150 feet, <br />etc. The cost to the existing home would be the same as the <br />new home. <br />After further discussion of Mr. Bisel's proposal, it was <br />decided to poll the Rustic Lane residents and bring this <br />information back to the next Council meeting. <br />NEW BUSINESS <br />Setting City Budget Work Sessions and Public Hearing Date - <br />The Budget Work Sessions will be Thursday, September 21 and <br />Thursday, September 28, 1989 at 4:00 P.M. The Budget Public <br />Hearing was set for Monday, October 23, 1989 at 7:30 P.M. <br />Mr. Bohjanen moved to adjourn at 10:30 P.M. Mr. Bisel <br />seconded the motion.
