282 <br />COUNCIL MEETING SEPTEMBER 11, 1989 <br />zoning. Mr. Miller explained that this issue is the same as <br />the Laska issue. The property would still be nonconforming <br />because it would need an Industrial zoning. <br />Acting Mayor Reinert asked if the property was properly zoned <br />prior to the rezone? He also asked if the people were <br />properly notified. Mr. Bohjanen noted that it was explained <br />to these landowners at the time the property was rezoned that <br />in the future they could be rezoned back to the commercial <br />zoning. However, he explained that this could only be done <br />if the Planning and Zoning Board approved and this might not <br />easily be done. <br />Mr. Bisel suggested that no action be taken on this matter <br />until the Economic Development Committee drafts a plan of <br />action for Lake Drive. <br />Screening between the Krychinski home and Lino Park was <br />discussed. Mr. Neal suggested that this be done by the Park <br />Department in the spring and Mr. Krychinski could share in <br />the costs. <br />Apitz Garage, 325 Birch Street, Evergreen Planting and <br />Customer Parking - Mr. Kluegel explained the evergreens have <br />been replaced and he has talked to Mr. Grubbs about customer <br />parking. He has not provided areas for customers to park. <br />Mr. Volk noted that there is a drainage problem in this area <br />and suggested that entrances to Apitz Garage be blacktopped <br />to prevent soil erosion. Mr. Bohjanen moved to blacktop the <br />apron area to avoid soil erosion and drainage problems with <br />County approval. Mr. Bisel seconded the motion. Motion <br />carried unanimously. <br />Simonson's Garage, 7860 Lake Drive - Mr. Kluegel noted that <br />as of 6:30 P.M., the temporary sign had been removed. The <br />"No Parking" signs have not been installed and the plantings <br />for screening between the building and Lino Park are <br />scheduled for the spring, 1990. <br />Mr. Bohjanen noted that if "No Parking" signs were required <br />for this area of Lois Lane, the same type of signs should be <br />required for Main Street along the north side of Ross' Corner <br />Store. It :Jas explained that Main `street is a county road, <br />and the City does not have jurisdiction. <br />Mr. Volk explained that he had talked to Mr. Simonson <br />regarding the signs. It was his understanding that the signs <br />were to be posted on the north side of his building and the <br />cost of the signs were Mr. Simonson's responsibility. Mr. <br />Volk will post "No Parking" signs on Lois Lane. <br />Clarifying MUSA Boundaries - Mr. Schumacher reminded the <br />Council that action was taken to approve the MUSA with <br />several changes.
