1 <br />1 <br />1 <br />COUNCIL MEETING OCTOBER 9, 1989 <br />explained that this ordinance has been researched by the City <br />Attorney and is an attempt to keep ATV's and snowmobiles off <br />of the City trail system. Mr. Bisel asked if language should <br />be included regarding driving on ballfields. Mr. Volk <br />explained that this is addressed in another ordinance. Mayor <br />Benson asked if it was conceivable that this ordinance could <br />prevent snowmobiles from using trails in the City <br />specifically designated for snowmobiles. Mr. Volk said no <br />and explained. <br />Mr. Bisel move to accept the first reading of Ordinance No. <br />08 - 89 and dispense with the reading. Mr. Reinert seconded <br />the motion. Motion carried unanimously. <br />CONSIDERATION OF THE CENTENNIAL FIRE DISTRICT JOINT POWERS <br />AGREEMENT <br />The Steering Committee met on Thursday, October 5, 1989 and <br />ironed out certain language concerns. Mayor Benson explained <br />that there were no substantial changes in the draft. He felt <br />it was a fair agreement and noted that both Circle Pines and <br />Centerville have approved the draft in concept. Mayor Benson <br />said that this should be considered the finished document and <br />asked the Council to adopt the first reading. Mr. Bisel said <br />that he would like additional time to review the draft but <br />noted that this should not hold up the process since this is <br />just the first reading. <br />Mr. Reinert explained that the Steering Committee spent a <br />great deal of time talking about the feelings of the fire <br />fighters. He felt that once the agreement is in place, the <br />fire fighters will feel more secure. <br />Mr. Bisel said he sensed some uncertainty by the Circle Pines <br />City Council. Mr. Neal said their concerns relate to the <br />possibility of a police officer serving on the Centennial <br />Fire District Commission. However, he felt this matter has <br />been resolved. <br />Mr. Bisel asked about the input from the City Attorney of <br />each city. Mayor Benson explained that all three attorneys <br />have review the document and their comments have been <br />incorporated into the draft. He also noted that the City of <br />Centerville hired a different attorney to review the draft <br />since Mr. Hawkins is City Attorney for both Lino Lakes and <br />Centerville. <br />Mr. Neal moved to accept the first reading of the Centennial <br />Fire District Joint Powers Agreement and complimented <br />everyone who worked on completing this draft. Mr. Bohjanen <br />seconded the motion. Motion carried unanimously. <br />309 <br />
