COUNCIL MEETING <br />OCTOBER 9, 1989 <br />Consideration of the Final Plat for Sunnygate - Mayor Benson <br />noted that all documents have been filed and the only <br />consideration appears to be Mr. Stahlberg's notation <br />regarding monuments within the plat. Mr. Stahlberg explained <br />that the monuments would be placed after the final grading is <br />completed. <br />Mr. Reinert expressed concern about three lots on a cul -de- <br />sac that backed up to Elm Street. He noted an area on North <br />Road just west of Centennial High School where other lots <br />backed up to North Road and presented an unsightly view. Mr. <br />Reinert asked why these lots were platted in such a manner as <br />to allow the back yards to face a collector street. Mr. <br />Stahlberg explained that this is a common practice because it <br />eliminates a large number of driveways from coming onto a <br />major /collector street. He suggested that the developer <br />could be required to put in a berm or some type of natural <br />screening. Mr. Bisel agreed with Mr. Reinert and noted that <br />no one would want to look out their front window (on the <br />north side of Elm Street) directly into someone else's back <br />yard. Mr. Reinert told Mr. Stahlberg that he would like this <br />matter addressed by the Planning and Zoning Board on all <br />future subdivision with similar lot configurations. <br />Dennis Kollar, 7141 Sunrise Drive asked when the area of <br />Sunnygate'abutting Sunrise Drive is planned for development. <br />Mr. Stahlberg explained the summer of 1990. Mr. Kollar asked <br />about the storm water drainage for this subdivision. Mr. <br />Stahlberg explained that all of Sunnygate will flow into the <br />storm sewer that eventually will end up in the wetlands <br />between Second Avenue and Lake Drive. <br />Mr. Kollar asked what would the status of Sunrise Drive be <br />over the coming winter. Mr. Stahlberg explained that no <br />construction is proposed for Sunrise Drive. Patches will be <br />made in the areas that are now disrupted before winter. <br />Mr. Bisel moved to approve the final plat of Sunnygate with <br />the following provision: the area adjacent to Elm Street on <br />Grey Squirrel Road, Lots 8, 9 and 10, Block 4 be screened <br />with appropriate berming and /or trees preferably evergreens, <br />the City Planner work with the developer to provide adequate <br />buffers and report back to the Council what will be <br />established in this area. Mr. Neal seconded the motion. <br />Motion carried unanimously. <br />The City Planner and the Planning and Zoning Board were <br />requested to establish a policy regarding lots whose <br />backyards abut a street. <br />OLD BUSINESS <br />There was no Old Business <br />
