3 1 <br />COUNCIL MEETING <br />OCTOBER 23, 1989 <br />The regular meeting of the Lino Lakes City Council was called <br />to order by Mayor Benson at 7:00 P.M., Monday, October 23, <br />1989. Council Members present: Neal, Reinert, Bisel. <br />Council Members absent: Bohjanen. City Attornery, Bill <br />Hawkins; City Engineers, Ron Stahlberg and Dan Boxrud; City <br />Planner, John Miller; Public Works Director, Don Volk; Chief <br />of Police, Dean Campbell; Administrator, Randy Schumacher and <br />Clerk- Treasurer, Marilyn Anderson were also present. <br />CONSIDERATION AND APPROVAL OF MINUTES <br />Mr. Bisel moved to approve the minutes of October 9, 1989 as <br />presented. Mr. Neal seconded the motion. Motion carried <br />unanimously. <br />CONSIDERATION AND APPROVAL OF DISBURSEMENTS <br />Mr. Reinert moved to approve the October 23, 1989 <br />Disbursements as presented. Mr. Bisel seconded the motion. <br />Motion carried unanimously. <br />OPEN MIKE <br />No one appeared under Open Mike. <br />SECOND READING - ORDINANCE NO. 08 - 89 PROHIBITING MOTORIZED <br />VEHICLES ON PUBLIC GROUNDS DESIGNATED AS TRAILS <br />Mr. Bisel moved to approve the second reading of Ordinance <br />No. 08 - 89 and dispense with the reading. Mr. Neal seconded <br />the motion. Motion carried unanimously. <br />Ordinance No. 08 - 89 can be found at the end of these <br />minutes. <br />CONSIDERATION OF THE CENTENNIAL FIRE DISTRICT JOINT POWERS <br />AGREEMENT <br />Mr. Schumacher explained that the Joint Powers Agreement <br />draft before the Council is the final draft that was <br />delivered to the Council at the last Council meeting. The <br />r_itie⢠of Cerrerville and Circle Pines have both -IpnroveO <br />this final draft. The Steering Committee will continue to <br />meet to finalize several other matters of concern to the <br />Council not addressed in the Joint Powers Agreement such as <br />burning permits. The Agreement addresses such issues as the <br />working mechanics of the Centennial Fire District budget, <br />contributions formula and stop gap measures. <br />Mayor Benson explained that the Agreement addresses all of <br />the questions raised by this Council and said he felt it was <br />a good agreement. <br />Mr. Neal moved to accept the final draft of the Centennial <br />
