The program would <br />detail everything that is currently in the roadway, curbs, <br />surface rating, etc. He noted that it would take some time <br />to get this all put together. <br />Mr. Bisel asked who keeps the data base in the computer up to <br />date, the City staff or SEH? Mr. Volk said a member of the <br />staff would be trained to keep the data base current. <br />However, getting the program up and working would involve <br />SEH. Mr. Bisel asked how long would it take to recoup the <br />initial cost of $22,000.00. Mr. Volk said that would depend <br />on how quickly the Council gets involved in a major Capital <br />Improvement Program. He guessed maybe five (5) years. <br />Mr. Boxrud explained that a number of cities are now using <br />this system. He noted that without the correct data, Mr. <br />Volk has a problem making the right decisions. <br />Mr. Reinert asked how long is the data good for? Mr. Volk <br />explained that the data base is constantly being updated so <br />that it should never be out of date. Mr. Reinert said he <br />felt the concept was good, however he did not want the study <br />done and then sit on a shelf to collect dust. <br />Mr. Bisel moved to authorize SEH to assist the City in <br />developing a Pavement Management Study and implement a <br />Pavement Management System at a cost of approximately <br />$22,100.00. Mr. Neal seconded the motion. Mr. Reinert asked <br />for a target date for completion of the study? Mr. Volk said <br />hopefully surface rating can be completed before snowfall, <br />the balance should be completed during the winter months. <br />Mr. Reinert asked for an update on this matter in about three <br />(3) months. <br />Voting on the motion, motion carried unanimously. <br />CONSIDERATION OF ESTABLISHING FUTURE POLICE CONTRACT WITH THE <br />CITY OF CENTERVILLE <br />Mr. Schumacher explained that the present police contract <br />with the City of Centerville_ expire- Decemir 31, 1989. <br />Since Centerville is currently putting together their 1990 <br />city wide budget, he felt it would be appropriate if Lino <br />Lakes determined what the cost to Centerville would be in <br />1990 for the police protection contract. There are several <br />ways in which Lino Lakes could determine the 1990 Centerville <br />cost. They include the Chief and Mr. Schumacher preparing a <br />presentation for the Council to consider, calling a work <br />session of the Council to prepare a 1990 presentation, <br />meeting with the City of Centerville or appointing two <br />Council Members to work with the Chief and Mr. Schumacher to <br />prepare a draft that would be brought back to the Council for <br />their approval. <br />
