1 <br />COUNCIL MEETING OCTOBER 23, 1989 <br />Mayor Benson asked the residents to prepare their concerns <br />and thoughts so that the matter can be fully addressed when <br />the public hearing is re- convened. <br />Robert Young, 6889 Black Duck Drive said that it is the <br />desire of the neighborhood to get together and consult with <br />each other. <br />Mayor Benson explained that the most significant item appears <br />to be that the written notices did not get mailed to the <br />residents in time to allow them to look into the matter. <br />Since delaying action on the rezone will not cause undue <br />hardship on the construction in that area, Mayor Benson said <br />he would entertain a motion to continue the public hearing. <br />Mr. Reinert said he was not sure what was intended for Outlot <br />B prior to Mr. Uhde developing the area, was the intention <br />two lots or three lots? He felt that it was important that <br />this be clarified. Also why did Mr. Uhde change his plan <br />from two lots to three lots? Mr. Miller said he would check <br />the file to find the preliminary plat. Mr. Reinert explained <br />that the Council has the obligation to protect the people who <br />have already built in the area. <br />Mr. Hawkins said that the meeting notices should be remailed <br />allowing for the ten day requirement. <br />Mr. Bisel moved to continue the public hearing to the next <br />Council meeting. Mr. Reinert seconded the motion. Motion <br />carried unanimously. <br />CONSIDERATION OF A PAVEMENT MANAGEMENT STUDY - DON VOLK <br />Mr. Volk explained that earlier this year the Council met in <br />a work session to review a proposed pavement management <br />program. The program was not implemented at that time <br />because of the cost factor. Now that the 1989 Seal Coat <br />Program is completed and the costs were $22,000 under budget, <br />Mr. Volk asked the Council to consider funding the Pavement <br />Management Study with the money saved in the Seal Coat <br />Program. Thc study :ill provide a data base for each <br />individual street in this City and a five year capital <br />improvement program will be designed using this information. <br />Mayor Benson asked if the system now being used by the City <br />is inadequate? Mr. Volk said it is outdated. Currently the <br />City is doing only minor repairs, the program would allow for <br />major repairs. This would be the most cost effect way to <br />keep the roadway system up to date. <br />Mayor Benson asked if the program would include Elm Street <br />and gravel roads? Mr. Volk said it could but Elm Street is a <br />County road. This program would include every street except <br />3 25 <br />
