1 <br />1 <br />COUNCIL WORK SESSION NOVEMBER 13, 1989 <br />A work session of the Lino Lakes City Council was called to <br />order by Acting May Reinert at 5:30 P.M. Council Members <br />present: Neal, Bohjanen, Bisel. Mayor. Benson arrived a few <br />minutes later. City Administrator, Randy Schumacher; <br />Accountant, Paula Romocky; Chief of Police, Dean Campbell and <br />Clerk- Treasurer, Marilyn Anderson were also present. <br />CENTERVILLE POLICE CONTRACT <br />Chief Campbell has prepared a proposed 1990 Centerville <br />Police Contract and has presented it to the Council for their <br />review. He outlined the contract for the Council and <br />explained how he had determined the figures in the contract. <br />He asked that the Council give him further direction in this <br />natter so that he could finalize the contract and send it to <br />the City of Centerville. <br />Chief Campbell noted that he had checked with other <br />municipalities who were considering contracting with nearby <br />communities for police protection. Most of these <br />municipalities were considering contracts based on a specific <br />number of hours of service. The contract being proposed for <br />the City of Centerville is based on actual costs (cost of 1 <br />1/2 officers). Chief Campbell explained that although <br />there is a significant increase in the cost to Centerville, <br />the cost can be justified by the increased number of calls <br />and the increased cost of operating a police department. <br />Mr. Reinert asked where Chief Campbell calculated insurance <br />costs. Chief Campbell said it is not a line item but it is <br />included in administration costs. Mr. Reinert said he felt <br />that this may be too large of an item to overlook. Mr. <br />Reinert asked what other communities are charging their <br />neighbors for eight hour coverage. Chief Campbell said about: <br />$85,000 to $90,000. Mr. Reinert said last year Centerville <br />considered establishing their own police department and asked <br />what would it have cost them to do this. Chief Campbell said <br />they had calculated about $100,000.00. <br />Mayor Benson noted that Lauderdale and Falcon Heights were <br />considering contracting with the City of Roseville and asked <br />what costs had been determine for those two cities. Chief <br />Campbell explained they were not considering full coverage <br />and it was expensive. <br />Mayor Benson asked Chief Campbell if he thought this was a <br />fair contract. Chief Campbell said yes. He also felt it was <br />easier to work with. <br />Mr. Reinert noted if there was a problem in Centerville and <br />the Lino Lakes Police Department was sued, it could wipe out <br />half of the budget. Mr. Schumacher explained a "hold <br />harmless" clause could be added to the contract. Chief <br />Campbell said he would obtain the opinion of the City <br />
