COUNCIL WORK SESSION NOVEMBER 13, 1989 <br />Attorney regarding this clause. <br />Mr. Bisel asked that a 5 % inflation clause be added to the <br />contract. Mr. Bisel asked about a self insurance program. <br />Mr. Schumacher explained that is what the City is <br />participating in through the League of Minnesota Cities. <br />Mr. Bisel noted that Centerville's major issue in 1988 was <br />the number of hours the officers spent in Centerville and <br />asked if this issue has been resolved. Chief Campbell <br />explained that it was one reason they were looking at <br />establishing their own department but felt that this was no <br />longer an issue. Centerville is not complaining about <br />service. <br />PRELIMINARY LEVY <br />Mr. Schumacher explained that the City must submit their <br />preliminary levy to the County by November 15, 1989 and two <br />budget public hearings must be held before December 28, 1989. <br />This is the date that the final levy must be submitted to the <br />County. Ms. Romocky has prepared Resolution No. 72 -89 <br />certifying the preliminary levy for Council consideration. <br />She has also sent to the Council information regarding the <br />preliminary budget. <br />Mr. Schumacher explained the Expenditure Item 1 to the <br />Council. He noted reasons for increases in the Consultants, <br />Planning, Government Buildings, Police Department, Fire <br />Department, Civil Defense, Public Works, Solid Waste and. <br />Forestry department budgets. He also explained Item #3, the <br />Capital Outlay budget. <br />Mr. Reinert asked if the personnel in the Parks Department <br />are responsible to Mr. Volk. Mr. Schumacher explained that <br />they are responsible to Mr. Asleson, Parks Director and Mr. <br />Asleson is responsible to Mr. Volk. Mr. Reinert asked for an <br />updated chart of who is responsible to whom. <br />Mr. Bisel asked about off peak heating and air conditioning. <br />Mr. Schumacher explained that the figure in the budget is the <br />cost to switch to this type of service. <br />Mayor Benson asked about the item for office remodeling. Mr. <br />Schumacher explained that there is not much that can be done, <br />but he is looking at some moveable partitions. There is no <br />privacy at any desk. Mayor Benson noted that there has been <br />some discussion regarding a new city hall. He asked how this <br />study is coming. Mr. Schumacher said it is complete and he <br />would like to schedule a work session on this matter. <br />Mr. Reinert asked if anyone has considered contracting the <br />building maintenance.
