1 <br />1 <br />COUNCIL WORK SESSION <br />NOVEMBER 13, 1989 <br />The proposed new typewriter for the Police Department was <br />discussed. Chief Campbell explained that this typewriter is <br />for the officers to use and would replace the old one that is <br />in poor condition. <br />Mr. Neal said he thought that three squad cars had been <br />proposed. for the Police Department. Mr. Schumacher explained <br />that the third car in listed in Item #5, Items Not Funded. <br />Mr. Bohjanen noted that only one siren was included in the <br />Civil Defense budget. He explained that the VFW may donate a <br />second siren and explained the installation costs would be <br />lower when installing two sirens. <br />Mr. Bisel questioned the use of a portable crane. Mr. <br />Schumacher explained this is needed for pulling the pumps at <br />the lift station for service. <br />Mr. Bisel asked what is a cable generator. Mr. Schumacher <br />explained that it is the piece of equipment used to place <br />items on cable TV from this office. Newer models allow <br />graphics to be shown and is a better use of our cable <br />dollars. <br />Item No. 4, Capital Outlay Items Not Funded was discussed. <br />Mr. Reinert said that at some point he would like to look at <br />the budget projections in terms of new homes going in and how <br />they impact services and the costs of the services. He also <br />wanted to look at the impact on the school system. He said <br />he did not want the single family homeowners to carry the <br />full burden of these costs and felt this City should <br />concentrate on expanding the tax base. He asked that an all <br />day session be held on this matter and that all principal <br />entities be involved. <br />Item #5, Items Requested by Department Heads Not Funded was <br />discussed. Mr. Bisel asked what the LEIN program was and <br />Chief Campbell explained the program and noted that the VFW <br />has funded the first six months and he did not want the <br />program to discontinued. <br />Elmcrest Avenue and street overlays were also discussed. <br />Item #6, Comparison of 1989 Levy to the 1990 Levy was <br />discussed. Ms. Romocky explained the requirement to hold <br />public hearings on the budget and the proper manner of <br />advertising the public hearings. She also explained that it <br />would be impossible to determine the total tax increase for <br />any particular piece of property because of all the other <br />taxing districts involved. <br />Mr. Bisel moved to adjourn at 7:02 P.M.
