1 <br />1 <br />1 <br />COUNCIL MEETING NOVEMBER 27, 1989 <br />Planning and Zoning Board - Mr. Bisel and Mayor Benson did <br />not attend the November meeting, however all items have been <br />addressed at a previous Council meeting. <br />Economic Development Committee - This Committee will not meet <br />until this coming Wednesday. <br />OLD BUSINESS <br />Discussion of Effect of Changing Sewer and Water Rates for <br />Residents on Sunset Road Currently Billed by the City of <br />Blaine and Set Public Hearing for January 8, 1989, 7:30 P.M. <br />- Mr. Schumacher explained that these residents are being <br />billed by the City of Blaine and the rates are dramatically <br />lower than the rates in Lino Lakes. In keeping with the <br />policy that all Lino Lakes pay the same rates, Mr. Reinert <br />moved to set a public hearing as outlined above. Mr. Bisel <br />seconded the motion. Motion carried unanimously. It was <br />suggested that the new rates be phased for the residents <br />along Sunset Road so that by January 1, 1992 these residents <br />will be paying the same rate as all other Lino Lakes users. <br />Consideration of Key Credit Factors With Other Metropolitan <br />Municipalities - Mr. Schumacher prepared a comparison of key <br />economic factors with six other cities about the size of Lino <br />Lakes and outlined various factors for the Council. Mr. <br />Reinert said he would like to set a work session and discuss <br />the impact of all the proposed plats and lots, especially the <br />impact on the school system. He suggest this meeting be set <br />after the first of the year. <br />Mr. Reinert asked if this City should be concerned about the <br />amount of debt it is currently holding. Mr. Schumacher <br />explained that Lino Lakes is below average in this indicator. <br />Mr. Reinert suggested that the City look at what the debt is <br />for. He felt that there is not adequate commercial and <br />industrial development to carry to debt load. <br />Mr. Schumacher explained that Lino Lakes' strength is in the <br />General Fund balance and explained the situation about ten <br />years ago. <br />In summary, the Council would like to look at diversifying <br />the tax base and prepare a strong Capital Improvement <br />Program. <br />NEW BUSINESS <br />Consideration of New Election Equipment - Mrs. Anderson <br />updated the Council regarding the efforts of several Anoka <br />County communities to purchase the new optical scan voting <br />equipment. A Joint Powers Agreement is being drafted and all <br />the cities involved will be asked to purchase the same <br />equipment. Anoka County has delayed implementing optical <br />PAGE 10 <br />
