-� COUNCIL MEETING <br />NOVEMBER 27, 1989 <br />ENGINEER'S REPORT - JOHN DAVIDSON <br />Resolution No. 73 - 89 Requesting MnDOT Participation in the <br />Proposed Improvement of Second Avenue and Lake Drive - Mr. <br />Davidson explained that this resolution is necessary to <br />request assistance with construction within the state right - <br />of -way. The construction would allow for a left hand turn <br />lane to Second Avenue. Mr. Bohjanen moved to approve this <br />resolution. Mr. Neal seconded the motion. Motion carried <br />unanimously. <br />Resolution No. 73 - 89 can be found at the end of these <br />minutes. <br />REVIEW OF THE JOINT POWERS AGREEMENT FOR THE NORTH METRO <br />RECREATION COMMISSION <br />Mr. Volk explained that this commission was previously named <br />the Greater Centennial Park and Recreation. The cities <br />involved include Lino Lakes, Centerville, Lexington and <br />Circle Pines. The City of Blaine was initially involved but <br />later dropped out because they believe that they have <br />provided adequate recreation opportunities for this part of <br />their city. <br />Mr. Volk explained that Lino Lakes is the largest player in <br />this group and the other three cities are looking to Lino <br />Lakes for leadership. He felt it was a very positive program <br />and would provide much more than organized sports. Mr. <br />Reinert asked why Centennial School District was not involved <br />in the Joint Powers Agreement. Mr. Volk explained that they <br />did provide input and will provide office space and staff and <br />coordinate programs through other entities. They have also <br />provided $2,000 and will provide other in -kind contributions. <br />Mr. Volk suggested that if additional contributions are <br />requested from Centennial School District, then the other two <br />districts within our corporate limits should also be asked to <br />contribute. Mr. Bisel explained that the White Bear School <br />District is levying a tax for recreational purposes. He will <br />determine if this tax will be spread to Lino Lakes citizens. <br />The Council Members asked for additional time to review the <br />Joint Powers document. This matter will be placed on the <br />next Council agenda. <br />Mr. Bisel moved to extend the Council meeting until all <br />matters on the agenda are completed. Mr. Bohjanen seconded <br />the motion. Motion carried unanimously. <br />LIAISON REPORTS <br />Park Board - Mr. Neal explained that the Park Board did not <br />meet in November. He also noted two new hockey rinks are <br />under construction and should be open by December 15, 1989. <br />PAGE 9 <br />
