1 <br />1 <br />COUNCIL WORK SESSION NOVEMBER 27, 1989 <br />A work session of the Lino Lakes City Council was called to <br />order by Mayor Benson at 6:30 P.M., Monday, November 27, <br />1989. Council Members present: Bisel, Reinert, Bohjanen, <br />Neal. Police Chief, Campbell; City Administrator, Randy <br />Schumacher and Clerk- Treasurer Marilyn Anderson were also <br />present. <br />The purpose for the Work Session was to discuss the 1990 <br />Centerville Police Contract. <br />Mr. Schumacher explained that this item was discussed at a <br />Council Work Session on November 13, 1989 and he and Chief <br />Campbell were asked to bring additional information back to <br />the Council. <br />Chief Campbell explained one concern of the Council regarded <br />insurance coverage for the officers and which City was <br />responsible for providing the coverage. Chief Campbell <br />contacted the City Attorney and additional language was added <br />to the contract. This language is in Section 4 of the <br />contract. The cost of insurance is included in Contract <br />Figures Effective January 1, 1990. <br />Chief Campbell said he felt that it was important that this <br />issue was raised by the Council and the contract has been <br />corrected. Mr. Reinert explained that Centerville should be <br />made aware that the City of Lino Lakes assumes a great deal <br />of responsibility and liability by providing this contract. <br />Mr. Bisel said he still had a problem with the entire <br />process. He said he understood that Lino Lakes has always <br />provided police protection to Centerville and that Lino Lakes <br />has prepared a contract and then Centerville has negotiated <br />and accepted a contract. He felt this process was backwards. <br />He suggested that Centerville provide Lino Lakes with a list <br />of specifications or what they want in a contract and then <br />Lino Lakes respond with a cost. Centerville could also send <br />their specifications to other police protection providers and <br />they also could respond with a bid. <br />Chief Campbell explained that this is what happened in 1988. <br />There was discussion regarding the amount of time an officer <br />will spend in Centerville. Chief Campbell explained that he <br />is not dedicating an officer for eight hours a day, this <br />contract is providing service on the same basis as in the <br />past. The difference is that Centerville will pay for one <br />and one half officers for eight hours a day. <br />Mr. Reinert questions Section #6 on page four. Chief <br />Campbell explained that officers must be sworn officers in <br />the communities where they work. This allows the officers to <br />enforce the ordinances of the City of Centerville.
