COUNCIL WORK SESSION NOVEMBER 27, 1989 <br />Centerville control over the Lino Lakes officers. Chief <br />Campbell said no, it is allowing the Mayor of Centerville to <br />direct the officers in matters regarding enforcing the City <br />of Centerville Codes. Mr. Schumacher said there is other <br />language in the contract that specifically states that all <br />direction for the officers will come from the Police Chief. <br />Mayor Benson asked if the event of a major disaster, would <br />the Mayor of Centerville have authority to direct the <br />officers? Chief Campbell said this would be at the <br />discretion of the officers. Section #6 is only allowing the <br />officers to enforce city ordinances. <br />Mr. Hawkins entered the Council Chambers and Mr. Reinert <br />asked him if this contract gives the Mayor of Centerville <br />authority to direct the Lino Lakes Police Officers. Mr. <br />Hawkins said only to enforce the Centerville ordinances. Mr. <br />Hawkins explained the technical problem of having police <br />officers from another entity enforcing another city's codes. <br />He noted that Section #2 deals with administration authority. <br />Mr. Bisel asked if all items in Section #9, page 4, are <br />covered in the contract costs. Chief Campbell said yes. Mr. <br />Bisel said he felt that the proposed cost for this contract <br />is $50,000 to $60,000 less than the quotes that they received <br />last year and he did not see why there should be this <br />discrepancy. Mr. Reinert said he felt that since Lino Lakes <br />surrounds Centerville, there would be less cost involved with <br />travel. Mayor Benson noted that in effect Lino Lakes is <br />provided twenty four hour coverage for the cost of eight hour <br />coverage. Mr. Schumacher explained that there will not be an <br />officer in Centerville for any one period. Mr. Bisel said <br />that this is not any different than any part of Lino Lakes. <br />There was discussion about asking the City of Centerville <br />about what services they would like to see in the contract <br />and then submitting a proposal based upon their request. It <br />was decided that it was too late in the budget process to do <br />this but, this should be considered for 1991. <br />Mr. Reinert noted that the Administrator and the Police Chief <br />have thoroughly reviewed this contract. He felt this would <br />be a good deal for Lino Lakes as well as Centerville. Mr. <br />Bisel did not agree and said they are buying protection and <br />if the City of Centerville were to buy protection from <br />another entity, then the City of Lino Lakes would reduce the <br />Police Budget accordingly. Mr. Schumacher explained that <br />even if Centerville did not contract with Lino Lakes, the <br />need for expanded police protection in Lino Lakes would <br />eliminate any significant budget reduction. <br />Mr. Reinert asked Chief Campbell if in his conversations with <br />Mr. Joe Pelton, Centerville liaison, is this contract what <br />Centerville is looking for?
