1 <br />1 <br />1 <br />COUNCIL MEETING DECEMBER 26, 1989 <br />could not postpone action on this matter because the City is <br />required to submit all levy material to the County tomorrow. <br />Mr. Hawkins noted that the bid received from Firstar Bank <br />Hugo is only good for this evening. He also noted that he <br />was certain he would not receive a more favorable bid from <br />any other bank because historically the best bids come from <br />banks that have City funds already on deposit. <br />After further discussion, Mr. Bisel moved to approve <br />Resolution No. 92 - 89 approving the Certificate of <br />Indebtedness for 1989B and award the bid to Firstar Bank Hugo <br />for the sum of $275,000 with delivery to be made within 40 <br />days. Mr. Neal seconded the motion. Motion carried <br />unanimously. <br />PLANNER'S REPORT - JOHN MILLER (CONTINUED) <br />First Reading, Ordinance No. 07 - 89 Reducing the Number of <br />Members on the Planning and Zoning Board - Mr. Miller <br />explained that the Council had originally discussed reducing <br />the members on this Board in August, 1989. He also explained <br />that a name change for this Board has also been discussed. <br />The reason for this change was to emphasize the role of the <br />Board. <br />Mr. Bisel explained that he has been liaison to the Planning <br />and Zoning Board for the past three years and has noted <br />change in the emphasis of the Board. He also noted that, when <br />he first started attending the meeting, the City did not have <br />a Planner on staff and with this change the City Planner will <br />be made more accountable for the planning of the City. He <br />said he also hoped the Council would take a more active part <br />and give the Planner more feedback regarding planning. Mr. <br />Bisel said this ordinance would tie things together and make <br />the Board more streamlined. <br />Mr. Bisel said at some of the Planning and Zoning Board <br />meetings he saw negotiations taking place and felt with the <br />new system there would be more checks and balances. Acting <br />Mayor Reinert suggested that the Council conduct a work <br />session with the Planner to direct him in regard to the <br />Planning and Zoning Agenda and to set objectives for him. <br />Mr. Bisel moved to approve the first reading of Ordinance No. <br />07 - 89. Mr. Neal seconded the motion. Motion carried <br />unanimously. <br />Ordinance No. 07 - 89 can be found at the end of these <br />minutes. <br />Set Public Hearing for Rezoning the 35E corridor for January <br />22, 1990 at 8:00 P.M. - Mr. Bisel moved to set the public <br />hearing.
