1 <br />COUNCIL WORK SESSION FEBRUARY 12, 1990 <br />- Start setting the budget earlier by setting preliminary <br />meetings a month earlier than this past year. <br />- Develop a City theme. <br />Council Member Kuether suggested the following goals: <br />- Improve public relations and the image of the City. She <br />suggested that this City participate in activities of other <br />communities such as Blaine, Forest Lake and possibly the <br />Winter Carnival. <br />- Clean up City entrances. This would help improve the City <br />image. <br />- Noted the one thing this City is known for is the prison. <br />Mayor Bisel said he felt that the image of this City is <br />beginning to change for the better. He noted that developers <br />now use the name of the City when advertising rather than <br />saying "north of North Oaks ". Mayor Bisel asked Mr. <br />Schumacher to coordinate all of the goals mentioned. <br />1990 GOALS FOR THE CITY ADMINISTRATOR <br />Council Member Neal suggested the following goals for the <br />City Administrator: <br />- Get the Cable TV to work properly and have the City name <br />installed behind the Council so that viewers know who they <br />are watching. <br />- Get backup help for the office. <br />- Keep a time schedule of three (3) employees who do not get <br />to work on time. <br />Mayor Bisel suggested the following goals for the City <br />Administrator: <br />- Establish a follow up procedure to Council items. <br />- Prepare an updated staff chart with job descriptions. <br />- "Bottom Up Evaluation ". Each employee would evaluate their <br />supervisor. <br />- Prepare a publication so that everyone that appears before <br />the Design Review Board gets the same information regarding <br />procedure. <br />Council Member Reinert suggested the following goals for the <br />City Administrator: <br />- Better staff coordination for Council meetings. <br />- Staff personnel have good ideas a "pool" of ideas should be <br />established. <br />- Set better example of leadership from Administrators <br />position. Council Member Reinert complimented Mr. <br />Schumacher regarding his role in the Saturday, February 10, <br />1990 meeting. <br />
