COUNCIL MEETING FEBRUARY 12, 1990 <br />of concerns that they would like the Steering Committee to <br />address. <br />Council Member Reinert moved to approve the Fire District <br />disbursement listing. Council Member Neal seconded the <br />motion. On a roll call vote, motion carried unanimously. <br />Sunnygate - Mr. Schumacher explained that when the plat for <br />Sunnygate was approved, the Council stipulated that only four <br />units could be built in the subdivision until the Surface <br />Water Management Plan was in place. The developer of <br />Sunnygate is putting together his marketing plan for 1990 and <br />is asking that the Council allow him to build additional <br />units. The final plat is for thirty four (34) units, the <br />streets, sewer, water and storm water facilities have been <br />installed and the City Attorney has indicated that <br />acquisition of the needed right -of -way for the Storm Water <br />Management Plan is well under way. Mr. Hawkins explained <br />that acquisition will not be final until June or July and <br />then construction can begin. <br />Mr. Schneider told the Council that he did not feel <br />development in Sunnygate would adversely affect the area <br />outside of Sunnygate. He noted that construction of the <br />Storm Water Management Plan would not be started until later <br />in the summer but any impact would be minimal. Mayor Bisel <br />explained he was concerned about the possibility of a ten <br />(10) inch rainfall and what its impact would be to that area. <br />Mr. Schneider said the impact would be within the subdivision <br />and that would be the responsibility of the developer. <br />Council Member Reinert expressed concern regarding matters <br />such as these noting that the Council has been asked to make <br />concessions to developers before and later asked to rectify <br />the damage caused by the concessions. He asked the Council <br />if they wanted to gamble between now and July? <br />Mayor Bisel asked how many units would the developer have to <br />have in Sunnygate before the entire lower end is in Rice <br />Lake? Mr. Schneider explained that the majority of homes <br />would have to be in before there is any impact. Again Mr <br />Schneider said the risk is to the developer and if he has any <br />common sense he will not build in the low areas until all is <br />in place. <br />Council Member Reinert moved to proceed with the marketing of <br />fifteen homes reserving the right of the Council to stop <br />construction at any point if a problem is perceived. Council <br />Member Bohjanen seconded the motion.
