COUNCIL MEETING <br />FEBRUARY 12, 1990 <br />Albert Reller regarding the I35E corridor rezone. <br />NEW BUSINESS <br />Consideration and Approval of Easement Document for Woodridge <br />Estates - Mrs. Anderson explained that this is basically a <br />house keeping item. The Quit Claim Deed is for a permanent <br />easement in the Woodridge Estates subdivision for drainage <br />and utility purposes. Council Member Neal moved to approve <br />the Quit Claim Deed. Council Member Bohjanen seconded the <br />motion. On a roll call vote, motion carried unanimously. <br />OLD BUSINESS <br />Update on Senior Housing - Mr. Schumacher explained that at <br />one time the federal government supported senior housing <br />under what was known as Section 8. This Section has almost <br />been eliminated entirely. This year only fifty (50) units <br />were designated for the entire metropolitan area. Mr. <br />Schumacher also did some other research to find financing for <br />senior housing and there appears to be nothing available <br />unless "unique" financing can be arranged. This would <br />include the project being underwritten by a municipality or <br />possibly a donation of land from a private landowner. Tax <br />Inc:-ement Financing is available for senior housing. Council <br />Member Neal said that it appears that senior housing should <br />have been started a long time ago. Council Member Kuether <br />said she was not sure that Lino Lakes was a good place for <br />senior housing. More amenities such as nearby shopping and <br />medical facilities would be required. <br />League of Minnesota Cities - Council Member Kuether told the <br />Council that she had attended the League of Minnesota Cities <br />seminar for newly elected official and found the seminar very <br />informative and enjoyable. <br />Fire Department Expenditures - Fire Chief Gay had give the <br />Fire Department expenditures list to Mr. Schumacher after the <br />packet had been sent to the Council and asked that the <br />expenditures be approved this evening. Mayor Bisel explained <br />that this is exactly what he did not want to see happening. <br />He asked that the Fire Department expenditures be sent to <br />City Hall in time for the packets so that the expenditures <br />can be studied. Mr. Schumacher explained that he did sit <br />down with Chief Gay and he reviewed all of the expenditures <br />and he was satisfied that the list could be approved this <br />evening. <br />Council Member Reinert explained that this problem is being <br />corrected and noted the problems with getting this <br />information to the Council in a timely manner. He will bring <br />this matter up at the Steering Committee meeting on Thursday. <br />Council Member Reinert asked the Council to give him a list <br />
