1 <br />COUNCIL MINUTES <br />APRIL 9, 1990 <br />vote, motion carried unanimously. <br />Economic Development Committee (EDC) Meetings — Council <br />Member Neal noted that the EDC had moved one of their <br />meetings to the SEH location. He asked why this was done and <br />also asked why the meetings were not published. Mr. <br />Schumacher explained that the EDC meets on a monthly basis <br />and their meetings are published on the monthly calendar sent <br />to each Council Member. Follow up reminders are sent to the <br />members and the Council. Mr. Schumacher noted that there was <br />no good reason for moving the location of the meeting other <br />than to accommodate the Committee Members who work in that <br />general area. Mr. Schumacher noted that this Committee is <br />not like the Park Board or the Design Review Board because <br />they do not have any strict guide lines or status. They are <br />an advisory committee only. Mr. Schumacher noted that anyone <br />can call city hall for information of the EDC meetings. <br />Council Member Neal asked why then are they discussing <br />rezoning property and such issues? The residents want to <br />attend these meetings to see what may be happening in their <br />area. Council Member Kuether said it should not be up to <br />citizens to have to call city hall for information. The <br />information should be published. <br />Mr. Hawkins told the Council that this Committee as well as <br />all committees, commissions and boards authorized by the <br />Council must adhere to the Open Meeting statutes. He <br />suggested that to avoid any possibility of conflict, the <br />meetings should be held at city hall. Mr. Hawkins noted that <br />to make citizens go where ever would not be held as proper. <br />He also noted that some rudimentary minutes must be kept of <br />each meeting. Mayor Bisel noted that the meetings were <br />taped. Mr. Hawkins explained that tapes are not considered <br />to be a permanent record. He noted that there appears to be <br />a legitimate concern in this matter. <br />Council Member Reinert said he felt that since this committee <br />discusses recommendations and issues that relate to policy or <br />ordinance, the meetings should definitely be published and be <br />held at city hall. In this manner the public can follow the <br />entire process. <br />Council Member Neal said he got a notice on Saturday <br />regarding a meeting that is scheduled for Tuesday at SEH. He <br />felt this was not sufficient notice. Council Member Kuether <br />said she definitely felt this was not sufficient notice and <br />the meeting should be rescheduled. <br />Mayor Bisel said that the committee will be considering three <br />different proposals for a study of the major intersections in <br />this City. They cannot spend the money on the study, however <br />they can recommend to the Council which study they prefer and <br />the Council will authorize the expenditure of the money. <br />
