COUNCIL MINUTES APRIL 9, 1990 <br />to start meetings earlier and close earlier. <br />Mr. Schumacher explained that routine department business <br />could be completed earlier and then the department heads can <br />leave. Council Member Reinert said he was not concerned <br />about department heads leaving earlier, he explained that <br />they were on the public payroll and should be heard by the <br />public. <br />Council Member Neal said he was concerned about citizens <br />coming for a public hearing scheduled for a particular time. <br />Most of the time, business is not completed by the time the <br />public hearing is scheduled, then the citizens have to wait <br />through other routine matters until they are completed. <br />Council Member Bohjanen suggested starting the Council <br />meetings at 6:30 P.M. and then scheduling the public hearing <br />starting at 7:00 P.M. He noted that when there are several <br />public hearings scheduled for one evening, one hearing may <br />not end in time for another to start. There will always be <br />the chance that there will be some waiting. <br />Council Member Kuether moved to authorize the staff to draft <br />an ordinance changing the meeting time to start at 6:30 P.M. <br />and public hearings start at 7:30 P.M. Council Member Neal <br />seconded the motion. <br />Council Member Reinert asked why the Council passes a motion <br />to extend the Council meeting beyond 10:00 P.M. on occasion. <br />Mr. Schumacher explained that this is a formality and is a <br />method of trying to limit the length of Council meetings. <br />On a roll call vote, motion carried unanimously. <br />NEW BUSINESS <br />Abatement of 1990 Assessment, 439 Main Street, Resolution No. <br />11 - 90 - Council Member Bohjanen moved to approve this <br />abatement and Resolution No. 11 - 90. Council Member Reinert <br />seconded the motion. On a roll call vote, motion carried <br />unanimously. <br />Resolution No. 11 - 90 can be found at the end of these <br />minutes. <br />Accepting Easements for Sections No. 18 and 19 - Mr. <br />Schumacher explained that these easements have been <br />negotiated for the Storm Water Surface Management Plan. Mr. <br />Hawkins said there may be one (1) or two (2) more coming, <br />however it appears that the balance will have to be obtained <br />through eminent domain action. The first hearing has been <br />scheduled for April 25, 1990 on this matter. <br />Council Member Reinert moved to accept the easements. <br />Council Member Bohjanen seconded the motion.
