COUNCIL MINUTES APRIL 9, 1990 <br />Mayor Bisel asked if the State will help with funding in this <br />area? Mr. Volk noted that the funding now given by the State <br />comes from tipping charges paid by the hauler. However, the <br />State can at any time pull this funding and place the money <br />in a different program. <br />Council Member Reinert noted that consumers still do not have <br />a choice of what type of packaging to purchase. Mr. Volk <br />said he felt that this would change because technology is <br />changing. He noted that different types of packaging will be <br />recycled in the future. <br />Council Member Bohjanen asked if there is any education <br />provided to the hauler so that he can determine what is or is <br />not recyclable? Mr. Volk said that Mrs. Kurk is in constant <br />contact with the haulers letting them know how to handle <br />recycleables. Council Member Bohjanen noted that he has put <br />out some items he considered recyclable and they were <br />rejected. The next week he put out the same items and they <br />were taken. Mr. Volk noted that residents will be instructed <br />on how to prepare material for recycling. <br />Mayor Bisel thanked Mr. Volk and Mrs. Kurk for their work and <br />said their assistance and input was needed. They were asked <br />to come back to the Council with cost estimates and a rough <br />idea on which method would be less expensive for the <br />consumer. He asked that other communities be contacted to <br />determine how they handle this matter. Mr. Volk and Mrs. <br />Kurk will meet with the current haulers to update them. <br />Mr. Volk explained that he would expect to see real <br />competitive bidding, however he did not feel that the rates <br />the residents were now paying are out of line. There may not <br />be much of a rate reduction. Council Member Kuether said the <br />City would see other savings in the area of less wear on the <br />streets and those residents who do not currently subscribe to <br />any service will have regular pickup. <br />ATTORNEY'S REPORT — BILL HAWKINS <br />Mr. Hawkins explained that there will be a hearing on <br />Wednesday regarding the attorney for the Lino Lakes Community <br />Committee. Council Member Kuether asked if the City was <br />chasing a "dead horse" in this matter and is this attorney a <br />member of the Bar Association and do they have an Ethics <br />Committee? Mr. Hawkins said this attorney is not required <br />to be a member of the Bar Association however she is <br />licensed with the State of Minnesota. Council Member Kuether <br />asked if this attorney has done anything that has violated <br />her license and do we have any recourse? Mr. Hawkins said <br />this would be an alternative to the action currently under <br />consideration. She has violated the court of professional <br />responsibility for lawyers and this is something that has <br />been considered. <br />
