He noted that this method <br />has work well in other communities. <br />Mayor Bisel explained that he has thought about placing the <br />cost of waste removal on the taxes and noted that a person <br />owning a $200,000.00 home would be paying a great deal more <br />for the same service at a $80,000.00 home. Mr. Schumacher <br />said this would be avoided by levying a single rate rather <br />than the normal levy. Mayor Bisel said this would take some <br />consideration since volume based costs should be implemented. <br />Mayor Bisel noted that as the pressure is increased for waste <br />abatement, there will be more and more dumping on the road <br />side. He noted that six (6) tires had been dumped on his <br />street. To date the County has not picked them up. He said <br />he was also worried about getting dumpings from residents of <br />nearby cities. <br />Council Member Reinert asked Mr. Volk if volume based waste <br />removal forced recycling. Mr. Volk said it did, recycling <br />does cuts costs for the resident. He felt it was the key <br />behind the entire plan. It would reduce non - usable waste. <br />It also forces families to buy differently. They will try to <br />avoid non - recycleable containers. <br />Mr. Volk told the Council that there is contractor loyalty by <br />the residents and this should be taken into consideration. <br />Waste removal is big business and the haulers have become <br />very competitive. Council Member Reinert said he has used <br />the same hauler for fourteen (14) years however the bottom <br />line is reducing costs. <br />Mr. Volk noted that cost to the haulers is increasing and <br />with each state mandate any method of waste removal will see <br />increases. He noted that competitive bidding may help <br />however we will never get back to the "good old days ". <br />Council Member Neal noted that a lot of senior citizens have <br />only one pickup a month. He asked if credit could be given <br />to them for not having anything to pick up. Mr. Volk <br />explained that a volume based system will help them. <br />Council Member Neal asked if there would be a problem with <br />one hauler getting a contract for the entire City and then <br />subletting it out to another hauler? Mr. Volk said no. <br />Council Member Reinert asked what is done with grass <br />clippings? Mr. Volk said that clippings should be taken to <br />the composting site. There is one about one half (1/2) mile <br />south of City Hall. Mr. Volk also noted that it would be <br />best to mulch the clippings back into the grass. This <br />reduces the need for compost sites. <br />
