COUNCIL WORK SESSION APRIL 11, 1990 <br />Capital Improvements Plan <br />Mayor Bisel called a work session of the Lino Lakes City <br />Council to order, Wednesday, April 11, 1990 at 3:40 P.M. <br />Council Members present: Reinert, Kuether, Neal. Council <br />Members absent: Bohjanen. City Engineer's, Darrell <br />Schneider and Dan Boxrud; Chief of Police, Dean Campbell; <br />Public Works Director, Don Volk; Marc Schoen; Fire Chief, <br />Archie Gay; Administrator, Randy Schumacher and Clerk - <br />Treasurer Marilyn Anderson were also present. <br />Mayor Bisel explained that the purpose of this meeting was an <br />introduction to the Lino Lakes Capital Improvement Plan <br />(CIP). <br />Mr. Schumacher explained the purpose of a CIP and noted that <br />the Council was given some work sheets several weeks ago and <br />they were asked to prioritize items they felt were important. <br />This was incorporated into the CIP. A CIP is a plan listing <br />needs based on how Department Heads perceive their <br />departments should be operating in specific time periods. <br />This makes the Council aware of what Department Heads feel <br />their needs are even though the Council may not be able to <br />fund specific items. A CIP is an education process, a <br />financing and planning tool. It can be useful when the City <br />is bonding for improvements because it does show underwriters <br />that the City has a specific plan of direction. <br />Mr. Schumacher explained that the tax base can be affected if <br />capital items are not spread evenly over the tax years. It <br />can help avoid the "roller coaster" effect of taxes. <br />Mr. Schumacher told the Council that this afternoon he <br />planned to introduce the Council to portions of the CIP. <br />However, it is a large plan and several further meetings will <br />be planned to complete the introduction and to gather input <br />from the Council. <br />Council Member Reinert asked if the CIP is a "wish list" for <br />Department Heads? Mr. Schoen explained that the Department <br />Heads tried to be realistic but wanted to show the Council <br />how they feel their departments should operate. <br />Council Member Reinert asked if it were possible to project <br />revenues to see where peaks and valleys would be in the <br />budget. Mr. Schumacher explained this would be difficult <br />because of the state aid uncertainty. Council Member Reinert <br />said he would not like to see real needs and not have the <br />money to fund the need. <br />Mr. Schneider used the overhead projector to show the Council <br />improvement projects that he expects to be completed in the <br />next five (5) years. These projects will be included in the <br />CIP if the Council agrees. Mr. Schneider noted that <br />Centennial School District is looking at constructing another <br />elementary school in 1991 and is looking for a site in Lino <br />
