COUNCIL WORK SESSION APRIL 11, 1990 <br />Capital Improvements Plan <br />Lakes. He explained that if the school is to stand by itself <br />without a recreation area, about twelve (12) to fourteen (14) <br />acres would be needed. Normally twenty (20) to thirty (30) <br />acres would be needed and this would equate to approximate <br />forty (40) to fifty (50) lots. The District owns two sites <br />in Lino Lakes, one on Elm Street and the second on Birch <br />Street. The District is looking at continuing development in <br />the southwest corner of the District and is looking at that <br />area for the new location. <br />Mr. Schneider noted that sewer and water availability is a <br />critical factor in locating the new school. He explained <br />that Metro Waste Control feels it will probably be three (3) <br />years before the new gravity flow trunk will be completed. <br />This could influence where the school is constructed. <br />Council Member Neal asked if trunk sewer and water is being <br />constructed on Centerville Road south of Lino Lakes. Mr. <br />Schneider said yes and it is sized to accommodate Lino Lakes <br />when the need arises. <br />It was noted that the District is looking at the area east of <br />Ware Road and South of Birch Street as a location for the new <br />school. Mr. Boxrud said that cutting out lots for a school <br />would drastically change what is being platted. It was noted <br />that when Orrin Thompson built in Coon Rapids, he was <br />required to donate land for a school after building a certain <br />number of homes. This would be a method of locating a school <br />on trunk service lines in Lino Lakes. <br />The Council suggested that Mr. McClellan, Centennial School <br />District Superintendent come in and visit Mr. Schumacher to <br />let the City know what the District is planning. <br />Mr. Schneider referred to the plans for constructing the main <br />entrance to the Chomonix Golf Course through Aqua Lane. He <br />explained that the Comprehensive Trunk Water Plan indicates <br />that a water tower will eventually be located in this area. <br />This tower will serve the golf course as well as the City. <br />There was discussion on the benefits of the plan to the City <br />as well as to the County. <br />There was discussion on the construction of Second Avenue. <br />It is planned to re -route traffic while the road is under <br />construction because the DNR and the CORP are very concerned <br />about the area. <br />Drainage Area Section No. 8 was discussed. This area is <br />north of Main Street and planning should be done at this time <br />so that the plan is in place when development takes place. <br />Drainage Area South of Shenandoah was discussed. This <br />drainage should be planned as part of the overall drainage <br />plan for the City. <br />
