COUNCIL WORK SESSION APRIL 11, 1990 <br />Capital Improvements Plan <br />Section 18 - 19 Drainage is currently being constructed in <br />the plats and will be completed this year. Mr. Schneider <br />noted that the costs to develop this drainage plan will be <br />used as a basis to formulate an assessment to developers as <br />they develop in all areas of the City. <br />The Miller drainage ditch and the Wood Duck Trail drainage <br />ditches were discussed. Mayor Bisel asked if the City had <br />any plans to go into these ditches and clean them when it is <br />dry to avoid large maintenance costs? Mr. Schumacher said <br />this would not be in the CIP since this is considered <br />maintenance expenditure rather than a capital expenditure. <br />He did note that ditches are cleaned and further developed in <br />new plats as part of the developers expense. Mr. Schneider <br />explained that many cities develop funds to clean ditches. <br />Mr. Schneider addressed the 1990 improvement projects which <br />include the West Central Trunk Phase II improvement, the <br />Outlet Mall, Lakes Addition No. 9 improvement, the Montain <br />property improvement and the Barott property improvement. <br />The West Central Trunk Phase II and the Outlet Mall are still <br />up in the air. Mr. Schneider has received word that there <br />are plans to do some developing in the Lake Addition No. 9 <br />subdivision. There is a possibility of forty five (45) or <br />forty six (46) lots in this plat. The developers of the <br />Montain property plan to develop thirty (30) lots each year <br />for the next four (4) years. The developers of the Barott <br />property plan to develop forty (40) lots each of the next <br />five (5) years. <br />Mr. Schneider addressed the 1991 construction projects. <br />These include the trunk gravity sewer (phase I) for the area <br />south of Birch Street connecting to the Laurene Avenue lift <br />station, the Wenzel property, the West Central Trunk, Phase <br />III north of 77th Street, and the development of the <br />Morehouse property. <br />The 1992 improvements include an elevated water storage <br />facility near the Correctional Facility. Mr. Volk noted that <br />this improvement has been moved up one year on the priority <br />list. He noted that currently Lino Lakes is connected to the <br />Circle Pines water facilities. Circle Pines is considering a <br />new water treatment plant and this could cost Lino Lakes a <br />great deal of money. It would mean that Lino Lakes could no <br />longer share the Circle Pines elevated tower. There was <br />discussion regarding elevated storage tanks verses ground <br />storage tanks. <br />The sewer line to Ross's Corners would be a 1992 improvement. <br />Anoka County plans to construct the golf course access from <br />Lake Drive in 1992. The County will be sending letters to <br />residents along West Shadow Lake Drive regarding this matter. <br />
