COUNCIL MEETING APRIL 23, 1990 <br />Attorney for about fifteen minutes. <br />FIRST READING, ORDINANCE NO. 06 - 90 CHANGING REGULAR COUNCIL <br />MEETING HOURS, RANDY SCHUMACHER <br />Mr. Schumacher explained that he felt this was an important <br />issue and recommended that it be tabled and placed on the <br />next agenda when the full Council could be present and <br />consider the matter. Council Member Bohjanen moved to table <br />this item to the next Council meeting. Council Member Neal <br />seconded the motion. Motion carried unanimously. <br />FIRST READING, ORDINANCE NO. 07 - 90 DEFERMENT OF SPECIAL <br />ASSESSMENTS, RANDY SCHUMACHER <br />Mr. Schumacher explained that some time ago the Council saw <br />the potential need for a Deferred Assessment Policy. This <br />Policy was suggested to allow deferment of assessments for <br />certain landowners who were either over sixty five (65) years <br />of age of disabled as defined by certain standards. Mr. <br />Schumacher noted that there was a lot of discussion by the <br />Council on this matter and suggested that to allow input from <br />all Council members, this be tabled until the next Council <br />meeting. Council Member Bohjanen moved to table this item <br />until the next Council meeting. Council Member Neal seconded <br />the motion. Motion carried unanimously. <br />CONSIDERATION OF A PETITION FOR ENVIRONMENTAL ASSESSMENT <br />WORK SHEET FOR OAK BROOK PENINSULA PROJECT, RANDY SCHUMACHER <br />Mr. Schumacher explained that this proposed subdivision <br />contains only five (5) lots, however, a petition has been <br />received by adjoining landowners requesting that an EAW be <br />prepared. The Council must decide whether they feel there - <br />will be an impact in the area and decided whether or not to <br />order the EAW. Council Member Neal moved to order an EAW for <br />this subdivision. Council Member Bohjanen seconded the <br />motion. <br />Bob Adamson, developer of this subdivision explained that he <br />is in the process of getting all the necessary permits to <br />complete his subdivision. This subdivision does not meet any <br />of the requirements for an EAW and he asked that an EAW not <br />be ordered. Mayor Bisel explained that the Council feels <br />that because the petition expressed the concern of the <br />residents in the area, the EAW would be necessary. <br />On a roll call vote, motion carried unanimously. <br />LIAISON REPORTS <br />These reports were moved to the May 14, 1990 Council agenda. <br />OLD BUSINESS <br />PAGE 17 <br />
