COUNCIL MEETING <br />5 <br />MAY 14, 1990 <br />the qualifications to liberal because too many residents will <br />apply for the deferment and make the project not feasible. <br />There were questions regarding value of homes, asset <br />qualification and how to prove the accuracy of statements <br />provided by the residents. Mr. Schumacher explained that <br />Staff would review each application for deferment and request <br />supporting documents such as tax statements. Council Member <br />Kuether noted that Item D is a very low market value. She <br />explained that if this criteria fits only a couple of people <br />in the City it will not be effective. Mayor Bisel referred <br />to Item F and noted that the interest rate should be <br />adjusted. Mr. Schumacher explained that this could be <br />written the same as the assessment policy. <br />Council Member Bohjanen moved to approve the first reading of <br />Ordinance No. 07 - 90 and dispense with the reading thereof <br />and direct Staff to research Item D and Item F and <br />subdivision 3. Council Member Neal seconded the motion. On <br />a roll call vote, motion carried unanimously. <br />Ordinance No. 07 - 90 can be found at the end of these <br />minutes. <br />SECOND READING, ORDINANCE NO. 08 - 90, REZONE OF PINERIDGE, <br />PHASE I, JOHN MILLER <br />Mr. Miller explained that the developer is in the process of <br />subdividing the property known as the Soukop property for <br />single - family residences. At the April 23, 1990 Council <br />meeting the Council approved the preliminary plat for a R -1 <br />subdivision and approved the first reading of the above <br />referenced ordinance to rezone the property from R -1X to R -1. <br />Mr. Miller explained the main reason for the rezone request <br />is the amount of wetlands in the area. This will allow the <br />frontage of the lots to be reduced from 90 feet to 80 feet. <br />This will give the developer an average of 1.8 home per acre. <br />Council Member Neal asked if the park issue has been <br />resolved. Mr. Miller and Mr. Volk said that it had been <br />resolved and the resolution is found in the Park Board <br />minutes. Council Member Reinert felt that the matter had not <br />been resolved. <br />Council Member Bohjanen moved to approve the second reading <br />of Ordinance No. 08 - 90 and dispense with the reading. <br />Mayor Bisel seconded the motion. On a roll call vote, the <br />motion failed with Council Member Neal and Council Member <br />voting no and Council Member Kuether abstaining. <br />Mayor Bisel noted that the land is not R -1X land and further <br />explained that it was zoned with a larger parcel of land. At <br />the time it was zoned R -1X, no one investigated to see what <br />the soils conditions were.
