COUNCIL MEETING MAY 14, 1990 <br />was zone R - -1X. After the developer of the Soukup property <br />completed his soils analysis it was determined that this is <br />not R -1X property. There will have to be a lot of drainage <br />and ditching to make the land developable. Mr. Miller <br />further explained that the developer is only proposing to <br />reduce lot sizes and not house values. The Montain and the <br />Barott properties will remain R -1X. <br />Council Member Reinert said he felt the matter of maintenance <br />of the ponding areas was still unresolved. He wanted to know <br />why home owner associations were required in only the Uhde <br />subdivisions. <br />SECOND READING, ORDINANCE NO. 05 - 90, AMENDING ACCESSORY <br />BUILDING CODE, JOHN MILLER <br />Mr. Miller explained that the first reading of this ordinance <br />was on April 23, 1990. This ordinance would allow slightly <br />larger accessory buildings in residential areas with 3/4 acre <br />lots to 1 3/4 acre lots. Council Member Reinert moved to <br />approve Ordinance No. 05 - 90 and dispense with the reading. <br />Council Member Neal seconded the motion. On a roll call <br />vote, the motion carried with Council Member Kuether and <br />Council Member Bohjanen voting no. <br />Ordinance No. 05 - 90 can be found at the end of these <br />minutes. <br />ENGINEER'S REPORT <br />First Reading, Ordinance No. 03 - 90 Amending Street <br />Construction Standards, Dan Boxrud - Mr. Boxrud referred to <br />Mr. Volk on this matter. Mr. Volk explained that he has been <br />working with Mr. Boxrud on this matter and the changes <br />basically are housekeeping changes. He noted that addressing <br />how streets are designed to accommodate the water table's <br />effect on soil strength is the most important change. This <br />proposed ordinance has been reviewed by Staff. <br />Council Member Reinert moved to approve the first read ng of <br />Ordinance No. 03 - 90 and dispense with the reading. ouncil <br />Member Bohjanen seconded the motion.
