COUNCIL WORK SESSION <br />MAY 29, 1990 <br />Mayor Bisel called a work session of the Lino Lakes City <br />Council to order at 6:08 P.M., Tuesday, May 29, 1990. <br />Council Members present: Neal, Bohjanen, Reinert. Council <br />Member Kuether arrived at 6:45 P.M. Council Members absent: <br />none. City Engineer's, Dan Boxrud and Darrell Schneider; <br />Public Works Director, Don Volk; City Administrator, Randy <br />Schumacher and Clerk- Treasurer, Marilyn Anderson were also <br />present. <br />The purpose -of the work session was to consider a Utility <br />Development Plan for the southeast portion of Lino Lakes and <br />to consider a revised Improvement Policy. <br />UTILITY DEVELOPMENT PLAN FOR SOUTHEAST LINO LAKES (GRAVITY <br />SEWER LINE) <br />Mr. Schumacher explained that the development in the <br />southeast portion of Lino Lakes is dependent upon the <br />installation of a new gravity sewer trunk line that will <br />connect to the Laurene Avenue lift station. The current <br />force main is at capacity and the City is now restricting <br />building permits on the force main. <br />A preliminary plat has been received for the Montain <br />property. It is planned that the beginning of the gravity <br />trunk line will be on the Montain property starting at Birch <br />Street. At this time a study has not been conducted so that <br />plans and specifications for this trunk line can be prepared <br />and the trunk line can be constructed as the plat is <br />developed. The concern is should the Montain property be <br />allowed to develop without the formal plans and <br />specifications for the trunk line. Another question is at <br />what level should the gravity line be constructed. <br />Mr. Schneider used the overhead projector to show two <br />different elevations for the trunk line. He noted that the <br />deepest trunk line would eliminate the need for two lift <br />stations presently owned and operated by the Metro Waste <br />Commission (MWCC). Mr. Schneider indicated that a request <br />should he submitted to MWCC for financial involvement in the <br />construction of the deep gravity trunk since the trunk line <br />would remove the expense of operating the two lift stations. <br />Mr. Schneider explained that if MWCC refused to partictate <br />in the construction of the new gravity trunk line, the this <br />City should ask Metropolitan Council to participate. on a <br />historical standpoint, Metro Council ham ity <br />to Lii, _a17. Plans and specifications ar. be <br />completed and the upgrade of the lift station is comp ly <br />on track for 1993.
