rt <br />COUNCIL WORK SESSION MAY 29, 1990 <br />The Council discussed the need for the feasibility study <br />noting that plans should be on record for developers to <br />reference when they are constructing their subdivisions. it <br />was noted that the gravity trunk line would service all of <br />Sewer District No. 1. <br />Mr. Schneider told the Council that he felt it was imperative <br />that this City approach MWCC with this request and that the <br />request be made in a positive manner. He explained that he <br />has found the attitude at Metro Council very positive and he <br />wished to continue in this manner. Mayor Bisel suggested <br />inviting members of Metro Council to Lino Lakes to show them <br />what is happening here. <br />There was further discussion regarding financing the gravity <br />trunk line. Mr. Schumacher explained that the trunk line <br />will be going past existing residential property and the City <br />will be bankrolling a portion of the installation. He noted <br />that he is in the process of doing an analysis of the Area <br />and Connection Fund so that the Council can make a sound <br />decision. <br />Mayor Bisel asked if there would be alternative routes for <br />the gravity lines. Mr. Schneider explained they would be <br />very limited. <br />Mr. Volk gave a brief background on why the force sewer main <br />was installed and how Lino Lakes became a co -owner in the <br />Black Duck lift station. <br />Mr. Schumacher explained that this item is on the agenda for <br />the regular Council meeting. He also noted that Baldwin Lake <br />Court is asking for a rezone this evening so that they can <br />install several more manufactured homes in the area where the <br />proposed gravity line would be constructed. Mr. Schumacher <br />explained a 120 foot easement would be needed if the gravity <br />line is constructed. <br />There was further discussion regarding the type of pipe used <br />for the gravity line and the maintenance of the line. <br />REVISED IMPROVEMENT POLICY <br />Mr. Schneider noted that he had given the Council a copy of <br />the revised Improvement Policy at the May 14, 1990 Council <br />meeting for their review. He explained that the most <br />significant change in the policy was the inclusion of the <br />Surface Water Management Plan. He explained how he reached a <br />formula for collection of fees from the developers and told <br />the Council how this money will be used by the City. The <br />need for storm water improvements were addressed for several <br />areas of the City. Mr. Schneider also prepared a brief <br />outline of what improvements can be done in each of the next. <br />PAGE 2 <br />
