COUNCIL WORK SESSION <br />JUNE 4, 1990 <br />Mayor Bisel called a work session of the Lino Lakes City <br />Council to order at 3:00 P.M., Monday, June 4, 1990. Council <br />Members present: Neal, Kuether, Bohjanen. Members absent: <br />Reinert. City Engineer, Dan Boxrud; Public Works Director, <br />Don Volk; Chief of Police, Dean Campbell; Administrator, <br />Randy Schumacher and Clerk- Treasurer Marilyn Anderson were <br />also present. <br />Mr. John Dean from the firm of Holms and Graven appeared <br />before the Council to discuss the purpose of an Economic <br />Development Authority (EDA). Mr. Dean explained that a city <br />can have several development authorities. He noted that the <br />most current and most effective approach is done by an EDA. <br />An EDA is created by the City Council. A public hearing is <br />scheduled for June 11, 1990 for a proposed Lino Lakes EDA. <br />If the Council decides to create an EDA, an enabling <br />resolution should be adopted after this public hearing. This <br />resolution will give the EDA broad powers with respect to <br />development or redevelopment matters. Mr. Dean reviewed <br />various paragraphs of a proposed enabling resolution for the <br />Council: <br />Paragraph 5 <br />Paragraph 6 <br />Paragraph 7 <br />Paragraph 2 <br />- Would make the term in office for each EDA <br />member coincide with the Council term of <br />office. <br />Budget to be submitted to the Council for <br />approval. The budget would include salary and <br />or expenses for members of the EDA. It would <br />also include money for land acquisition. <br />- Names the City Administrator as Executive <br />Director of the EDA. <br />0 - The present Economic Development Committee <br />will continue to function as in the past but be <br />advisory to the EDA. <br />Council Member Kuether questioned the powers of the EDA. Mr. <br />Dean said that the Council could adopt the resolution after <br />the public hearing, but could take action at a later date to <br />rescind some of the powers given to the EDA. <br />Cpuncil Member Kuether asked if the EDA would be in conflict <br />with the City Charter. Mr. Dean said no. Council member <br />Kuether asked if there would be any conflict between the <br />Council and the EDA. Mr. Dean said no, but the Council <br />should be sensitive to the tax payers. He noted that the <br />checks and balances lay with the voters at election time. <br />There was further discussion regarding the number of meetings <br />per month to be held by the EDA, how the EDA recommends to <br />Council a tax levy and organizational operations. <br />PAGE 1 <br />
