1 <br />1 <br />COUNCIL MEETING JUNE 21, 1990 <br />The regular meeting of the Lino Lakes City Council was called <br />to order by Mayor Bisel at 7:00 P.M., Thursday, June 21, <br />1990. Council Members present: Neal, Kuether, Reinert. <br />Council Members absent: Bohjanen. City Attorney Bill <br />Hawkins; City Engineers Darrell Schneider and Dan Boxrud, <br />Public Works Director Don Volk; City Administrator Randy <br />Schumacher, and Assistant to the City Administrator Dan Tesch <br />were also present. <br />Mayor Bisel addressed the audience and explained that a <br />quorum would not be possible on June 25th when this meeting <br />was regularly scheduled to take place. He thanked those <br />present for their consideration. <br />AGENDA ITEM 5 ECONOMIC DEVELOPMENT AUTHORITY <br />As Mr. Neal would have to leave shortly, Mr. Schumacher <br />requested that the Council jump ahead in their agenda to item <br />5 and consider the Installment Purchase Contract before them. <br />Mr. Schumacher began the presentation by explaining <br />Installment Purchase Contracts, and their benefits to <br />municipalities via their Economic Development Authorities. <br />The Contract before the Council is to purchase from the <br />Economic Development Authority, several lots adjacent to the <br />City's present Fire Hall located on Lake Drive, specifically; <br />Lots 12, 13, 14, 16, and 17 Block 2 Carole's Estates Second <br />Addition. Earlier in the evening the EDA had authorized Mr. <br />Schumacher to finalize purchase agreements for these lots <br />from their owners. The EDA also authorized the sale of the <br />acquired lots to the City. The purpose of purchasing these <br />lots is for the City to build a new fire hall by 1992 per the <br />Joint Powers Agreement with the Centennial Fire District. <br />The City is required to act on any proposed Installment <br />Purchase Contract prior to July 1, 1990 at which time the <br />Legislature has ordered their "Sunset ". <br />If Mr. Schumacher is unable to secure either purchase <br />agreements, or a trade on any of the above mentioned lets, <br />they will be taken out of the Installment Purchase Contract. <br />Councilman Neal moved that the Council approve executis of <br />the Installment Purchase Contract.
