140 <br />COUNCIL MEETING JUNE 21, 1990 <br />AGENDA ITEM 10 ENGINEER'S REPORT <br />A. 1990 WEARING COURSE IMPROVEMENTS RESOLUTION 32 -90 <br />Mr. Schneider requested this item be tabled till the end of <br />the Engineer's Report. <br />B. RESOLUTION 36 -90 CONCERNING THE USE OF WETLANDS IN THE <br />SURFACE WATER MANAGEMENT AREA <br />Mr. Darrell Schneider explained that this Resolution strictly <br />limits what the City can use this land for. Based on input <br />from the residents of this area, this resolution should help <br />insure the natural integrity of the area. <br />Council Member Kuether made a motion to approve Resolution <br />No. 36 -90. Council Member Neal seconded the motion. Motion <br />carried unanimously. <br />C. REVISED COST ESTIMATE AND COST RECOVERY - WHITE TAIL RIDGE <br />Mr. Boxrud began his presentation to the Council on White <br />Tail Ridge by explaining that the public hearing on this <br />project was held on June 11, 1990. The question before the <br />council now is whether to assess the remaining footage on Lot <br />31. An investigation had determined that Parcel 4220 and Lot <br />30 should not be assessed. <br />Mr. Boxrud presented two preliminary assessment roles. Roll <br />A will propose as assessment of $88.30 per front foot to the <br />three (3) parcels currently undeveloped and the remaining <br />frontage of Lot 31. Roll B would propose an assessment of <br />$99.33 per front foot with no assessment to the remaining <br />portion of Lot 31. <br />The Council was handed a letter by Mr. James Katzung of 2220 <br />Reiling Road in which he objected to the proposed assessment <br />of Lot 31. The Council also received comments from Mr. Wally <br />Strand of Lot 9, Mr. Dennnis Smith, and Mr. Dennis <br />Cheesborough, owners of the outlot which is proposed to be <br />split. The Council reminded those present that the City is <br />unable to use general fund dollars for this type of project, <br />and therefore all dollars will have to be assessed. <br />The City is presently in the sixty (60) day waiting period on <br />this project. Mr. Bill Hawkins was instructed to conduct an <br />appraisal of Lot 31 to determine if it can with stand an <br />assessment. <br />The Council thanked the individuals present for their input. <br />D. RESCHEDULE PUBLIC HEARING FOR BIRCHWOOD PRELIMINARY PLAT <br />Council Member Reinert moved to reschedule the Public Hearing <br />for the Birchwood preliminary plat to July 9, 1990 at 7:15 <br />P.M.
