1 <br />COUNCIL MEETING JUNE 21, 1990 <br />spade. <br />Council Member Reinert moved to authorize the Public Works <br />Director to advertise for bids for a tree spade, and report <br />back to the Council at such time as bids have been received. <br />B. IRRIGATION OF BIRCH PARK <br />Mr. Volk related the Park Board's recommendation that <br />irrigation of Birch Park begin on a phase in basis. The <br />total cost of the project would be around $15,000.00. Phase <br />1 which would include the ball park would cost approximately <br />$6,000.00. <br />The Council questioned Mr. Volk on the procedures for <br />watering, the status of other irrigation projects, and if the <br />cost of irrigation could be departmentalized to the Parks <br />Department. Mr. Volk thought the actual costs for irrigation <br />could be estimated and be charged against the Park <br />Department. <br />Council Member Reinert moved to authorize the installation of <br />irrigation equipment at Birch Park, and instructed the Public <br />Works Director to estimate usage and bring figures to the <br />Council at budget time. <br />Council Member Kuether seconded the motion. Motion passed <br />unanimously. <br />AGENDA ITEM 9 CONSIDERATION OF APPROVAL OF A GRANT FOR USED <br />OIL STORAGE TANK <br />Mr. Volk informed the Council that the City has received a <br />$1,600.00 grant from Pollution Control Agency (PCA) for the <br />purpose of installing a waste oil storage tank. The tank <br />would be located just behind City Hall. Mr. Volk explained <br />the desirability for a waste oil drop off, and how it would <br />be operated. <br />The Council had questions regarding safety and possible <br />pollution problems, as well as the appropriateness of the <br />location. <br />Stating that this appeared to be the best solution, Council <br />Member Reinert moved to accept the PCA grant for a Was Oil <br />Drop Off Site. The motion was seconded by Council Mem! -r <br />Kuether. Motion passed unanimously. Mayor Bisel adde that <br />this would be installed on a trial basis, and that Cit <br />employees should monitor the site for liter and other oes <br />of abuse. <br />PAGE 3 <br />3 9 <br />
