COUNCIL MINUTES AUGUST 27, 1990 CONSIDERATION AND APPROVAL OF RESOLUTION NO. 69 - 90 ADOPTING THE 1991 PRELIMINARY BUDGET Mr. Schumacher explained that State Statutes require that this City prepare and adopt a preliminary 1991 operating budget on or before September 1, 1990. The final 1991 budget can be increased or decreased from the proposed amount. Mr. Schumacher noted that within two (2) years the City will be required to submit the preliminary budget to the County Auditor so that the Auditor can prepare a preliminary property tax statement so that residents can have it in hand during the budget hearings. Council Member Bohjanen moved to adopt Resolution No. 69 - 90 adopting the 1991 preliminary budget. Council Member Kuether seconded the motion. On a roll call vote, motion carried unanimously. Resolution No. 69 - 90 can be found at the end of these minutes. CONSIDERATION OF NEW MEMBERS TO THE CITY'S ECONOMIC DEVELOPMENT COMMITTEE Mr. Schumacher explained that the EDC has voted to add four (4) new members to the Committee. They have recommended that the following four (4) persons be appointed to the Committee: Loyola Tiltgen, Jeff Joyer, Vincent Graziano, Glenn Rehbein. Council Member Reinert asked if an advertisement was published for these four (4) positions. Mr. Schumacher said no. The EDC is attempting to attract members with a business background as well as people who are active in the community. They have been looking for members who would strengthen the Committee. Mr. Schumacher explained that the need for new members arose because of the attempt by the EDC to market the City. Council Member Reinert explained that he was not opposed to the four (4) suggested names, but felt that the City should not deviate from the past practice of advertising the openings on committees and boards. He said he was concerned that other persons who have something to offer this community did not know that the opportunity existed. Mr. Schumacher explained that the EDC is looking at expanding into sub -areas and this may open more opportunities for service. Council Member Reinert said he was opposed to the process used to select these four (4) members and did not want to be accused of "stacking" the EDC. Council Member Kuether moved to appoint Loyola Tiltgen, Jeff Joyer, Vincent Graziano and Glenn Rehbein to the Economic Development Committee. Council Member Bohjanen seconded the motion.
