COUNCIL MINUTES AUGUST 27, 1990 <br />CONSIDERATION AND APPROVAL OF RESOLUTION NO. 69 - 90 ADOPTING <br />THE 1991 PRELIMINARY BUDGET <br />Mr. Schumacher explained that State Statutes require that <br />this City prepare and adopt a preliminary 1991 operating <br />budget on or before September 1, 1990. The final 1991 budget <br />can be increased or decreased from the proposed amount. Mr. <br />Schumacher noted that within two (2) years the City will be <br />required to submit the preliminary budget to the County <br />Auditor so that the Auditor can prepare a preliminary <br />property tax statement so that residents can have it in hand <br />during the budget hearings. <br />Council Member Bohjanen moved to adopt Resolution No. 69 - 90 <br />adopting the 1991 preliminary budget. Council Member Kuether <br />seconded the motion. On a roll call vote, motion carried <br />unanimously. <br />Resolution No. 69 - 90 can be found at the end of these <br />minutes. <br />CONSIDERATION OF NEW MEMBERS TO THE CITY'S ECONOMIC <br />DEVELOPMENT COMMITTEE <br />Mr. Schumacher explained that the EDC has voted to add four <br />(4) new members to the Committee. They have recommended that <br />the following four (4) persons be appointed to the Committee: <br />Loyola Tiltgen, Jeff Joyer, Vincent Graziano, Glenn Rehbein. <br />Council Member Reinert asked if an advertisement was <br />published for these four (4) positions. Mr. Schumacher said <br />no. The EDC is attempting to attract members with a business <br />background as well as people who are active in the community. <br />They have been looking for members who would strengthen the <br />Committee. Mr. Schumacher explained that the need for new <br />members arose because of the attempt by the EDC to market the <br />City. Council Member Reinert explained that he was not <br />opposed to the four (4) suggested names, but felt that the <br />City should not deviate from the past practice of advertising <br />the openings on committees and boards. He said he was <br />concerned that other persons who have something to offer this <br />community did not know that the opportunity existed. Mr. <br />Schumacher explained that the EDC is looking at expanding <br />into sub -areas and this may open more opportunities for <br />service. Council Member Reinert said he was opposed to the <br />process used to select these four (4) members and did not <br />want to be accused of "stacking" the EDC. <br />Council Member Kuether moved to appoint Loyola Tiltgen, Jeff <br />Joyer, Vincent Graziano and Glenn Rehbein to the Economic <br />Development Committee. Council Member Bohjanen seconded the <br />motion. Motion carried unanimously. <br />PAGE 14 <br />
