1 <br />1 <br />1 <br />SPECIAL COUNCIL MEETING SEPTEMBER 5, 1990 <br />The special meeting of the Lino Lakes City Council was called <br />to order by Mayor Bisel at 4:50 P.M., Wednesday, September 5, <br />1990. Council Members present: Neal, Kuether, Reinert, <br />Bohjanen. Council Members absent: none. City Administrator <br />Randy Schumacher, and Assistant to the City Administrator <br />Daniel Tesch were also present. <br />CENTERVILLE POLICE SERVICES CONTRACT <br />Mr. Schumacher introduced this subject by explaining that he <br />had delivered a figure to the City of Centerville for police <br />services for 1991. The City of Centerville responded that <br />they could not afford this figure, and have asked Anoka <br />County for a bid. <br />Mr. Schumacher informed the Council that the liaison for <br />police services from Centerville, Mr. Joe Pelton, had stated <br />that they have no problems with the services provided by Lino <br />Lakes, and would like to keep the service, but the cost at <br />this point was prohibitive. He added that it appeared that <br />they would only be able to afford 8 hours a day from the <br />County. Mr Neal questioned why for $19,000.00 they would <br />want to go from 24 hour coverage to 8 hour coverage. Mayor <br />Bisel added that they had requested a bid for services based <br />on the same level of service as last year. We could have <br />given them a dollar figure based on 8 hours as well. The <br />bottom line, he continued, is that Lino Lakes has a <br />product /service available. We are offering that service to <br />Centerville with a price tag attached. They have the option <br />of purchasing it or not. <br />The question of mutual aid was raised. Mr. Schumacher <br />explained that Mutual Aid Agreements would apply only on a <br />very limited basis. <br />The Council discussed setting a per call fee. After some <br />discussion, it was determined that this would not be <br />administratively feasible. <br />Council Member Kuether felt that the City was not in a <br />position to simply lose the dollars associated with this <br />contract. Council Member Reinert added that should a crisis <br />arise in Centerville, with or without a contract, we wouldn't <br />let them down. As our officers drive through Centerville, <br />they would stop should they see a crime occurring. <br />Mayor Bisel requested that staff meet with Centerville, and <br />determine a level of service they can afford. It was the <br />concensus of the Council that we cooperate with the City of <br />Centerville to work through this situation. One option would <br />be to lower the cost of the contract, maintain 24 hour <br />protection, but reduce the number of optional services such <br />as house checks, and crime watch.
