The Council set a 1 month deadline for resolution of <br />this issue. <br />DISCIPLINARY ACTION J SERGEANT ROSS <br />Mr. Schumacher began by explaining that Chief Campbell had <br />.been on vacation out west when action needed to be taken on <br />this case. Mr. Schumacher, under the authority of the <br />Personnel Policy, suspended 'Sergeant Ross with pay. Since <br />that time, Sergeant Ross was suspended 1 week without pay. <br />Mr. Schumacher added that only the City Council can demote an <br />employee. <br />Council Member Neal questioned whether on not this was a <br />permanent demotion. Mr. Schumacher added that while nothing <br />is for an infinite period of time, this demotion has no time <br />limit to it. Council Member Reinert stated that you can not <br />punish an individual forever. Mayor Bisel agreed. <br />Council Member Reinert stated to the Council that news of <br />this situation had gone beyond the borders of our own <br />community. News of this nature has a tarnishing affect on <br />the department, the city, and our reputation as a whole. Mr. <br />Bohjanen concurred. <br />Mr. Bohjanen moved to accept the City Administrator's <br />recommendation to demote Sergeant Ross to the position of <br />patrolman. Mr. Reinert seconded the motion, but requested <br />that Mr. Bohjanen add the words "not permanently" to his <br />motion. Mr. Bohjanen agreed and restated the motion that Mr. <br />Ross not be forever barred from the Sergeants' position. On <br />a roll call vote: Neal, Aye; Kuether, Nay; Bisel, Aye; <br />Reinert, Aye; Bohjanen, Aye. Motion carried. <br />Mayor Bisel stated that this was also a case of trust and <br />confidence in an employee. He felt that a shadow of doubt <br />had been cast, but hoped that some day that trust could be <br />regained. Council Member Neal agreed, and stated that he <br />hoped this was now finished and no more on this issue would <br />be said. <br />RESHANAU PARR 2ND ADDITION /GARY UHDE <br />Mr. Schumacher explained that Mr. Gary Uhde is developing <br />property on the North end of Reshanau Lake between West <br />Shadow Lake Drive, and Black Duck Drive. Mr. Uhde has <br />requested that the Council grant him building permits prior <br />to final plat approval. He hopes to have the models sold <br />prior to Christmas as market conditions are right for this <br />type of home now. <br />Council Member Reinert questioned how responsible it would be <br />for the City to allow homes to be built with only proposed <br />PAGE 2 <br />
