038 <br />COUNCIL WORK SESSION OCTOBER 8, 1990 <br />A work session of the Lino Lakes City Council was called to <br />order by Mayor Bisel, Monday, October 8, 1990 at 5:30 P.M. <br />Council Member present: Neal, Kuether, Reinert, Bohjanen. <br />Council Members absent: none. City Administrator, Randy <br />Schumacher and Clerk - Treasurer, Marilyn Anderson were also <br />present. <br />The purpose of the work session was to discuss the <br />Centerville Police Contract. <br />Mayor Bisel explained that the process of determining the <br />1991 Centerville Police Contract started in April, 1990 with <br />this Council requesting that the City of Centerville give the <br />City of Lino Lakes a statement outlining what type of police <br />coverage they wanted. As of today, there is no indication <br />from Centerville that they will accept any contract. <br />Mr. Schumacher told the Council that he met with the <br />Centerville City Council and a mediator and discussed the <br />concerns of the City of Centerville. Basically, the City of <br />Centerville is very pleased with the police coverage they are <br />now getting. The do not want to delete any coverages nor do <br />they wish to add any coverages. The only concern expressed <br />by the City of Centerville is the proposed cost for 1991. <br />They explained that their 1991 Budget contains from <br />$65,000.00 to $95,000.00 for police service. The City of <br />Lino Lakes is proposing a contract for 1991 for twenty four <br />(24) hour coverage at a cost of $119,000.00. Centerville <br />explained that was more than their budget could handle. <br />Mr. Schumacher then proposed to the mediator that services be <br />cut so that the costs could be cut. The City of Centerville <br />did not like this proposal. This would mean that <br />preventative measures would be eliminated from the <br />Centerville Police Contract and Chief Campbell felt that this <br />would not be a good situation. He did not like providing one <br />type of coverage for Lino Lakes and another type of coverage <br />for Centerville. The mediation session ended with Mr. <br />Schumacher agreeing to propose a reduced contract to the Lino <br />Lakes City Council at a cost of approximately $104,000.00. <br />The City of Centerville was also going to take this proposal <br />back to their Council for action by the full Council. <br />There was a discussion regarding the impact on Lino Lakes if <br />Centerville were to select a different police coverage <br />provider. Chief Campbell explained that there would be no <br />layoff of officers since the department is already short <br />staffed. There would be no impact on staff or equipment. <br />Mr. Schumacher noted that the loss of revenue from <br />Centerville would have to be made up by Lino Lakes residents. <br />Mayor Bisel asked if Centerville contracted with the <br />Sheriff's Department for partial service would Lino Lakes be <br />obligated to provide mutual aid.
