1 <br />COUNCIL WORK SESSION OCTOBER 8, 1990 <br />that the Lino Lakes Police Department could be called to aid <br />in Centerville. However, Chief Campbell felt that the City <br />of Centerville may have a wrong impression of just exactly <br />what mutual aid is. Mutual aid is assisting an office or <br />only in case of an life threatening emergency. Mayor Bisel <br />asked if there was a call in Centerville outside of the <br />normal eight (8) hour coverage, would the Lino Lakes Police <br />Department be called to cover? Chief Campbell said that <br />Anoka County could ask the Lino Lakes Police Department to <br />cover the call. <br />Council Member Neal noted that there would be a loss of <br />revenue to the City of Centerville if coverage was reduced. <br />Mr. Schumacher explained that this was discussed at mediation <br />and the City of Centerville felt that this was not an <br />important issue because the revenues are offset by court <br />fees. <br />Council Member Neal explained that the City of Centerville <br />did not understand that the Sheriff's time starts when the <br />officer leaves the court house to get into his squad, not <br />when he reaches the City of Centerville. Since it is at <br />least a half hour drive from the court house, Centerville <br />would be getting no more than seven (7) hour coverage. <br />Council Member Neal said he felt that Lino Lakes should offer <br />Centerville coverage for $104,000.00. He felt there were <br />many good people in Centerville and he did not like the idea <br />of reducing services. He also felt that this City should <br />offer a three (3) year contract. <br />Council Member Bohjanen asked if the contract could contain a <br />clause in case fuel costs increase considerably. Mr. <br />Schumacher said any portion of the contract is negotiable. <br />He recommended a three (3) year contract with an escalator <br />clause. He noted inflation clauses for gas and other items <br />could also be included. <br />Mayor Bisel explained that he was opposed to the use of a <br />mediator and the procedure used in this matter. He felt that <br />Lino Lakes had proposed a honest and fair figure to the City <br />of Centerville and it should not be negotiable. If they do <br />not like the proposal, they can reduce coverages or look <br />elsewhere. He asked what if Centerville does not like the <br />proposal just sent to them? Do we reduce our price to <br />$94,000.00? Where does this end. <br />Council Member Neal explained that he had checked with the <br />City of Lexington and they are paying the City of Circle <br />Pines about $150,000.00 per year for the same services we are <br />providing Centerville. Next year they are looking at a 7% <br />increase in costs. Mayor Bisel said that Lino Lakes should <br />not provide police protection at a loss.
