074 <br />COUNCIL WORK SESSION <br />15 OCTOBER 1990 <br />A work session of the Lino Lakes City Council was called to <br />order by Mayor Bisel on Monday October 15, 1990 at 4 :10 P.M. <br />Council Members present: Neal, Kuether, Reinert, and <br />Bohjanen. Council Members absent: none. City Administrator <br />Schumacher, Assistant to the City Administrator Tesch, Mr. <br />Gene Nelson and Ms. Ellen Luken of Winsor /Faircy were also <br />present. <br />The purpose of this work session was to examine future <br />building plan needs and review development issues and <br />statements. <br />Mr. Schumacher began the meeting by reviewing an outline of <br />eleven goals assembled by staff regarding development <br />strategies for public buildings (attached). The Council <br />concurred that these were sound goals and a good starting <br />point. <br />Mr. Nelson of Winsor /Faircy outlined for the Council the <br />first of three possible strategies for future municipal <br />buildings. Strategy A calls for a new fire hall (district <br />headquarters with ambulance services) to be located at our <br />present site on Lake Drive. City hall and police services <br />would be relocated to .a central campus site. Public works <br />would remain at city hall (1189 Main St.), with the present <br />cA .tgx.4 .rowaAn-i ty, ,t =::::.,r: <br />services." Questions were raised as to what community <br />services would be offered, and the advisability of separating <br />the Police Department, and the Department of Administration. <br />Strategy B calls for a new Police /Fire /Ambulance facility to <br />be built on the site of the present fire hall, a new City <br />Hall and Public Works facility to be built on present city <br />hall property, with the existing building being remodeled for <br />community services. <br />Strategy C would alleviate short -term space needs, but it was <br />felt would only put off the inevitable building of new <br />facilities. The Council stated that their objective is not <br />to "throw good money after bad ", and would rather do it right <br />the first time. <br />Council Members Kuether, Neal and Bohjanen all felt that one <br />of the proposed sites just of Rice Lake was not appropriate. <br />Mayor Bisel stated that our objective is to find a site that <br />is the most centrally located within the city. <br />Unfortunately, the regional park takes the center out of Lino <br />Lakes. Council Member Reinert added that our purpose today <br />is not to choose a site, or even talk about actual dollars. <br />Rather, we are looking at principles thatae will be <br />following for the next several years. <br />The reoccurring theme has come to be the present lack of <br />space at city hall.
