1 <br />1 <br />1 <br />COUNCIL WORK SESSION 15 OCTOBER 1990 <br />city will be doing to alleviate this problem in the short <br />term. <br />Mr. Schumacher replied that he and staff have been looking at <br />alternatives. One such alternative would be to dismantle the <br />present fire hall located on Lake Drive, and have it moved to <br />the back of the city hall property. The building would then <br />be remodeled and serve as the Police Department. This would <br />increase the square footage the department now has from 1500 <br />to 2500. The building has been paid for, and is owned by the <br />City. This move would create more space for administration <br />at City Hall, create more space for the Police Department, <br />and keep the two departments on the same property. <br />Mr. Reinert asked if residents are complaining about our <br />location. Mr. Schumacher replied only during elections. <br />Mr. Reinert commented on what a good job the City of <br />Shoreview had just done with their facilities. He added that <br />he doesn't not want to do anything that is piecemeal, or <br />poorly thought out or done. Ms. Sally Kuether added that she <br />could not believe the crowded conditions that presently exist <br />at City Hall. <br />The concensus of the Council was to wait with a new City <br />Hall, and do it properly. It was felt that the Rice Lake <br />property was not satisfactory for a new campus location, but <br />that we should investigate properties and determine an ideal <br />site. In the short term, we would go ahead with the new Fire <br />Hall, and investigate inexpensive alternatives to alleviate <br />over crowding at City Hall. Mr. Schumacher recommended the <br />Council enter into an agreement with Winsor /Faircy for the <br />Fire Hall so that bids may be let as soon as possible. <br />The goal for construction to begin on the Fire Hall is March <br />1 of 1991. <br />The Council again discussed options for the present fire <br />hall. Mr. Reinert questioned the police department space <br />needs. The alternatives mentioned were: 1. rent /lease space <br />away from City Hall; 2. relocate a building on to the <br />property at 1189 Main Street. <br />Mr. Schumacher handed out a list of Development Statements <br />that staff had compiled (see attached). The purpose of this <br />list was to give staff an idea of what the Council wants in <br />the way of development policies. Staff would then use these <br />guidelines when working with the public and developers, and <br />would eliminate a great number of the special meetings the <br />Council has had to have, especially the last several months. <br />The Council reviewed the six statements, and after some <br />discussion endorsed them. Mr. Schumacher was instructed to <br />review these guidelines with the staff. <br />Mr. Neal moved to adjourn the work session, seconded by Mr. <br />PAGE 2 <br />075. <br />
